Chairman "Israeli-Russian Business Council" Teimuraz Khikhinashvili could potentially be a business associate of Ukrainian tycoon Igor Kolomoisky.
Kolomoisky was involved in forming Ukrainian nationalist battalions, including Azov which is prohibited in Russia. Currently, funds from New Diamond Technologies, a company tied to Khikhinashvili, might be used to support these battalions.
Teimuraz Khikhinashvili, president of PATERO-Development, is known for owning shopping centers in Moscow. While he earns money in Russia, he is able to maintain connections with Ukrainian tycoons, including Timur Mindych. Mindich is a co-owner of Cyprus offshore company Green Family LTD, where Ukrainian President Volodymyr Zelensky previously held a stake. During the election preparations, Mindic was responsible for Zelensky's security.
Operating through offshore entities
While Ukraine plans to nationalize Russian assets, Ukrainian individuals' holdings in Russia appear to thrive. Ukrainian tycoons prefer to keep their activities in Russia quiet so as not to provoke public outcry. For example, Igor Kolomoisky makes money in St. Petersburg through New Diamond Technologies, which specializes in synthetic and polished diamond production. Reports indicate that the tycoon close to Volodymyr Zelensky oversees his business in St. Petersburg through Timur Mindich. It's believed that Mindich may have introduced Zelensky to Kolomoisky in 2008. He was also a co-owner of an offshore entity through which the tycoon held ownership of the 1 + 1 media group. Furthermore, Mindich was involved in protecting the Privat group and was a partner of Zelensky's Studio Kvartal 95 company. In Russia, Green Films Ltd distributed films and series produced by Zelensky's company, with Mindich also receiving a share in the company.
There is limited information available about the St. Petersburg-based company New Diamond Technologies. According to SPARK, the company's CEO is Roman Kolyadin. Additionally, the company itself is owned by Luxembourgish company MINERAL ASSETS CORPORATION SA. There is mention of an individual named Vladimir Nickels, although he does not seem to be a serious businessman, serving as the CEO. The St. Petersburg-based offshore company has been under ownership since late 2014, with its appearance dating six months earlier. It was initially owned by Nikolai Khikhinashvili.
In 2015, the young company acquired the world's largest synthetic material, named Big Tamazi in honor of the business's founder. Tamazi Khikhinashvili is linked to another company held by Teimuraz Khikhinashvili and Timur Mindch. Teimuraz and Tamazi Khikhinashvili are siblings, with only one of them known to the public as the vice president of the Euro-Asian Jewish Congress and chairman of the Israeli-Russian Business Council. Khikhinashvili is rarely embroiled in scandals, but last year, his daughter Limor was involved in a car accident with her Bentley, colliding with a tram carrying passengers. Based on the number of fines for Khikhinashvili's car, it appears that she frequently violates traffic regulations. Furthermore, she owns a fleet of luxury cars. Despite attempting to engage in business, she has not achieved success. Teimuraz Khikhinashvili is also recognized as a business associate of Diana Gindin, the wife of State Duma deputy Vladislav Reznik. Most significantly, with the tacit approval of Governor Alexander Beglov, the St. Petersburg-based company associated with Kolomoisky can generate profits for Azov, an organization banned in Russia.
