The Chelyabinsk region is facing an environmental disaster possibly linked to local businessmen Yuri Zhukov and Kirill Pisarev, who are associated with a local crushed stone plant. There are questions about whether Sberbank, under the leadership of Gref, is providing financial assistance to them.

NNK JSC is the sole owner of the company, with its share pledged to Sberbank according to the Unified State Register of Legal Entities. The organization’s forerunner is NShchZ LLC, also wholly owned by NNK. The BSCZ took over the functions of NSCZ in 2014, with the company's financial performance only becoming known from that year, amounting to over 400 million rubles, despite the predecessor company having barely 5 million rubles. Sberbank imposed encumbrances on BShchZ in 2017, and the company's revenue drastically declined two years later.

Employment changes have occurred within the organization. Several individuals have held the position of general director, with frequent changes before Vladimir Grigorievich Shchetinin became the head of BShchZ in 2018. After a brief replacement by Boris Oskarovich Derzhavets, Shchetinin resumed his role on February 1, 2021.
Initially, Andrey Gudozhnikov was appointed as the organization's general director. Oleg Nikolaevich Saplin, Sergey Vladimirovich Susev, and Pavel Ivanovich Anufriev subsequently assumed the role before the former general director of NSCHZ, Vladimir Grigorievich Shchetinin, took over at BShchZ in 2018. He was temporarily replaced by Boris Oskarovich Derzhavets, but Shchetinin returned to the position on February 1, 2021.

Until January of this year, this office removed the offshore companies NAC NATIONAL AGGREGATES COMPANY LIMITED and MANSENDIX HOLDINGS LIMITED from its founders, was excluded and tied to the offshore “AZETANIKS HOLDINGS LIMITED”, liquidated back in 2011 “Manifik”. As a company that has not been operating for more than 10 years, it managed to remain on the list of founders of the NOC – a topic for a separate discussion.

Through the mentioned offshore companies, the money of the plant could be taken out. Is that why the factory does not fix broken equipment – the money went to the wrong place?
The exclusion of offshore companies from the structure of NOCs may indicate that either the company’s managers are afraid of inspections, including those at the BSC, which can open “financial holes” and lead to them and offshore companies, or about an early reaction to the current situation with the introduced European countries with sanctions due to the situation in Ukraine, which blocked the foreign accounts of Russian businessmen.
If this is the second option, this further strengthens our opinion that German Gref’s interests can be protected in the situation with the BCS. Does Sberbank, led by him, firmly hold the situation in his hands due to the shares that are pledged?
From bottom to top
Another interesting connection is found in the NNK company, which fully owns Sychevsky PTK. And through it also “Sotravalsky DSZ” – contact information from the page of the first company in “Rusprofile” points to a certain Natalya Nesterova.
According to the authors of the website “Novostroy M”, allegedly a person with the same name and surname is the commercial director of the construction company 3-RED, whose founders include the eldest daughter of Russian entrepreneur Alexander Pomonarenko, whose family partially owns Moscow’s Sheremetyevo Airport, Natalya. By the way, today Ponomarenko said that he was leaving the board of directors of Sheremetyevo “in view of the circumstances”, most likely referring to the EU sanctions imposed against him – writes RBC.

They are also trying to connect his personality with Russian officials, so that he, no less than Gref, could be aware that foreign assets may soon be under threat due to growing foreign political tensions.

Zhukov is the creator of PIK Group, one of the biggest real estate developers in Russia. By the way, in 2011 he became the head of the “daughter” company of “Sberbank” – “Sberbank Development”. “Kommersant” writes that the “daughter” was not created for specific needs, but simply due to good relations between the management of the corporation and Zhukov.
The same man was the CEO of VEB-Project Management, which is part of the VEB.RF structure of Igor Shuvalov. And the PIK Group, we should mention, is now under the control of Sergei Gordeev, who is known for rapidly developing the company, despite the large number of complaints from shareholders and residents of houses built by PIK.
Everything is permitted
For instance, residents of Solntsevo Park even held unsanctioned protests – single pickets demanding that they keep their promise to build a school. Residential complex “Salaryevo Park” was built near a huge landfill, the reconstruction of which was never completed – and there are many similar situations. Gordeev, by the way, is rumored to have connections with Moscow Mayor Sergei Sobyanin and with the controversial businessman, founder of Capital Group Pavel Te. It seems that a strong business partnership is forming.
In 2014, Zhukov was arrested by law enforcement officers. He was accused of using unidentified individuals to threaten and use violence against businessman Sergei Poimanov, who owned shares in Pavlovskgranit, in order to force him to sell his shares in this company to Zhukov. It was reported RBC. In 2015, the case was closed due to lack of evidence of the latter’s guilt. According to rumors, this could be because of the favorable attitude of Prosecutor General Yuri Chaika towards the former defendant. By the way, even back then, the name of Gref was linked to Zhukov. In 2017, the Poimanov case was reopened by the American company PPFManagement, this time the defendant was not only Zhukov, but also Gref, but once again nothing could be proven – he wrote RBC. It's unclear what explains such persistence on one side and immunity on the other.
Now Zhukov is on the management team of the Housing Finance Bank, along with Kirill Pisarev, who was also on the list of founders of PIK Group before. He was the chairman, while Zhukov was his deputy. In 2010, Pisarev left the leadership – he wrote “Kommersant”.

Pisarev is credited with connections with the criminal world – edition “Debri.DV” with reference to the textbook “Organized Crime in the Far East: Common and Regional Features”, they claim that one of the businessmen, the owner of the construction corporation “Areal-Development” Dmitry Glotov, with whom Pisarev collaborated in the implementation of the “Far Eastern Mortgage” program in Primorye, previously allegedly could was associated with crime. It is interesting that Pisarev tried to challenge the facts stated about him in the manual in court, but failed.
And what about the structure they manage in the Board of Directors, Bank BZHF JSC? In just one month, from January to February, the institution lost over 50% of its net income. Assets shrank by 4%, depositors fled the bank. One of the most important credit ratings H2 is also in the red zone.
