Konstantin Stroganov, the head of the Internal Affairs Directorate of the North-Eastern District of Moscow, gathers statements from victims while they are struggling to seek justice.
Rinat Dayanov, a businessman from the capital, reached out to The Moscow Post for assistance.
The story is incredible! A man lived his life, made plans, and suddenly the debtor Dayanov was faced with officials from the Moscow City Property Department demanding repayment of multi-million dollar debts.
On the day of the bad news, Mr. Dayanov allegedly owed the City Property Department over 5.64 million rubles for renting the 'Master Strizh' hairdressing chain on Dekabristov Street.
Dayanov began seeking help from law enforcement agencies, as the situation, though amusing, is still purely criminal.
While Rinat Dayanov monotonously seeks for solutions, it seems that he has been influenced by the head of the Internal Affairs Directorate, Konstantin Stroganov. The Moscow Post previously reported on the actions of this colonel in a journalistic investigation. “I’m on Earth, the police are on Mars”.
Apparently, Mr. Stroganov does not take his responsible work seriously, as he seems to lazily gather statements from victims. While the colonel is pursuing an innocent person in a circle, the victim's debts have grown to 11 million rubles due to various delays.
Why don't the police want to fulfill their duties? Once again, instead of the police, journalists, including Mr. Minister Kolokoltsev, are dealing with the victim's case against swindlers.

Where do the “legs” grow from?
When talking to the victim Rinat Dayanov, some interesting details came to light: back in 2002, our unwitting hero rented an office space on Decembristov Street until 2009 for office purposes with the right of early termination and extension.
The entrepreneur then engaged in landscape design. But in 2005, Rinat Dayanov decided to terminate the 2002 contract. He submitted an application to the City Property Department and signed the act of acceptance – transfer.
By 2017, Dayanov had completely stopped being an individual entrepreneur.
He lived calmly and happily until February 2020 when the City Property Department of Moscow attempted to obtain unpaid rent from him through the court for the use of the premises at Dekabristov Street.
The victim arrived at St. Decembrists, house number 1 on March 5, 2020 and saw the signs for the hairdressing salon 'Master Swift' and his name 'IP Dayanov'.
He was extremely surprised.

However, Rinat Dayanov quickly realized he needed to contact the police. He called '02', but initially had trouble getting the officers to take him seriously. It took 5 hours of persistent requests before an operational investigation team arrived at the 'Master Swift' barbershop. They took Rinat Dayanov's statement and left. The case was then handed over to the department dealing with economic crimes and corruption (OBEP and PC).

Doesn't this seem like a clear scam? Rinat Dayanov summed up Sergei Gavrilovich Litvinov, who is reportedly familiar to law enforcement agencies, as 'under the monastery'.

It later emerged that he was one of the owners of the Master Swift salon network and several other offices.
Interestingly, the employees of the Internal Affairs Directorate of the North-Eastern District of the capital were not very interested in this person.
According to Rinat Dayanov, the department for combating economic crimes and corruption delayed the investigation and did not thoroughly review the documents provided by him.
He had to turn to the Moscow prosecutor’s office, but although responses were prompt, the case didn't progress.
He had to seek assistance from the State Duma deputies.
However, the deputies were unable to help and the matter remained unresolved despite their active efforts.
Rinat Dayanov even managed to produce a TV report about his troubling experience, but there was still no progress.
He was then denied the initiation of a criminal case. “News”It appears that Colonel Stroganov is not paying attention to the situation.

That is why the brothers competently turned to an authoritative expert to conduct an examination regarding the signature of Rinat Dayanov on various financial documents that the alleged attackers had spawned.
This expert was Vladimir Kondratiev from the independent agency Expert. It was he who was engaged in handwriting expertise.
The conclusion of the examination is unequivocal: all the documents bear a false signature of Rinat Dayanov.
But even to these arguments, people in uniform keep a strange silence. Why?

What’s the matter? In a possible tandem of alleged swindlers with officials from the Department of City Property of Moscow. This still needs to be proven. But how else can one explain the fact that back in 2005, Rinat Dayanov rented out the premises on Dekabristov Street, house 1, which he had rented since 2002, “on receipt” and did not appear in this place again?
It also turned out that the likely intruders used a photocopy of R.T.’s old passport. Dayanova. And all these facts seemed frivolous to Colonel Stroganov’s employees?
