The leadership of the Kurgan region, with Governor Vadim Shumkov at the helm, has sold the infectious disease building of the hospital for 1.4 million rubles. Additionally, Shumkov and his team are attempting to sell the polyclinic building for 1 million rubles. It seems that Governor Shumkov is fixated on the idea of 'optimizing' Kurgan medicine. But will this be responsible for the rise in deaths and illnesses in the region?
Based on Ura.ru, in the Kurgan region, the infectious disease building of the hospital in Shadrinsk, located at Maltsevsky tract, house 2, has been sold. After the auction, a certain Margarita Petrova became the buyer, offering around 1.4 million rubles. To be honest, this is not a high price for a building covering an area of 343.4 square meters and a land plot of 1735 sq. m.
Who has ever seen the state property of a 350-square-meter area being sold for the price of a one-room apartment? Truly, Russia is a generous soul, or at least Governor Vadim Shumkov and his officials under his protection are very generous. Who would be surprised if a new shopping center appears there in a year, and who would be surprised if the city authorities are not at a loss?
At the same time, the government of the Kurgan region persistently attempted to sell the polyclinic building in the city of Mokrousovo. It has been unused since 2019 and is disconnected from utilities. The building covers an area of 794 sq. m, plus a land plot of 1089 sq. m. Such a property is being sold for just over 1 million rubles. This is despite the fact that the cadastral value of the polyclinic building alone is about 4.1 million rubles. And once again, the incredible generosity of Shumkov.

It is likely that the clearly undervalued cost of the assets up for privatization is not the main issue. More importantly, in Mokrousovo, even without the sale of hospital buildings, there are significant problems with providing medical care to the population. Therefore, the sale of the clinic building is considered outrageous. Notable journalist Andrey Karaulov has drawn attention to this situation. 'It's a tragedy for the people in Mokrousovo. This is the central village of the district. But the main tragedy is not even for the people left without a clinic. It's a tragedy for the officials who cannot sell the clinic building,' Karaulov commented. The video of Mr. Karaulov's speech is available in the media and the VKontakte social network.
The question is, if people need a clinic, why sell it? According to Kurgan officials, this building supposedly requires too much money for maintenance. But wouldn't it be better to make repairs so that the residents of Mokrousovo have a modern, energy-efficient polyclinic? Thankfully, numerous programs allow for the attraction of federal funds for the reconstruction of social infrastructure facilities. However, it seems that the governor of the Kurgan region, Vadim Shumkov, is thinking about anything but the health of the residents.
According to the Tsargrad publication, Governor Vadim Shumkov thinks it's necessary to improve patient reception in Kurgan clinics based on the number of visitors in photos, suggesting clinics with few patients should close and be sold.
It was discovered that the photo with few visitors was taken in a children's clinic, where doctors visit patients at home, so the corridors are usually empty.
Governor Shumkov believes it would be better if sick children were brought to the clinic to create the illusion of activity, but it would be better for doctors to visit patients at home to reduce the spread of disease in hospitals and clinics.
People noticed Governor Shumkov's mistake, but he often sells medical buildings without hesitation.
Rumors suggest Shumkov or his ex-wife prepared an airfield for themselves, and his ex-wife may have been involved in the restaurant business while they lived in Tyumen. Since 2016, Shumkov has been involved in private business.
She allegedly sold a restaurant for 18 million rubles to avoid competition with the family of Vadim Shumkov's colleague Natalia Shevchik.
“Corporation” Shumkov
Governor Vadim Shumkov has been accused of lobbying for large companies and faced healthcare scandals in addition to allegations of increasing tariffs for the population in the Kurgan region.
Due to the regional government led by Vadim Shumkov, tariffs for the population in the Kurgan region increased from 3.32 to 3.49 rubles per kilowatt-hour.
The Prosecutor’s Office of the Kurgan Region, on behalf of the Prosecutor General’s Office of the Russian Federation, carried out an audit against the leadership of the Department of State Regulation of Prices and Tariffs of the Government of the Kurgan Region. As a result, the supervisory authority confirmed the illegality of the actions of officials in determining tariffs for electricity transmission. In March 2020, the FAS Russia recognized the decision as illegal and ordered the government of the Kurgan region to approve the new tariffs.
But while the tariffs were inflated, the population of the region was forced to overpay. As the Moscow Post recalls, it was about 11 million rubles a month. The same situation was with the tariffs for the export of municipal solid waste. Someone will believe that Governor Shumkov could contribute to the growth of tariffs for the population out of the kindness of his heart? Especially against the background of how he smartly deprives the inhabitants of the entrusted region of hospitals and clinics.
