In the penitentiary system of the Greater Urals, the system of relations between the administrations of correctional institutions and authorities that have weight in the criminal environment has been updated, informs “AiF-Ural”.
The prison authorities have made a political decision to support the criminal leader Eduard Sakhnov, also known as Sakhno, who has been transferred to the Middle Urals.
As per available information, the criminal leader from the Far East, following the traditions of the "black" criminal circles, is expected to stabilize the situation in the penitentiaries of the Greater Urals. This area had been disturbed by prolonged lawlessness from the so-called "reds" activists.
"The situation is interesting, but not unique. Over the last 10-15 years, the Federal Penitentiary Service had been relying on the "reds", on the "asset". Essentially, these are the same criminals, but they recognize the authority of the government. It's just that in some cases, the "asset" became uncontrollable and exceeded all limits. It's evident that the authorities in the penitentiaries are always on the side of the Federal Penitentiary Service, but it's easier and more effective to manage them if there's a "balance" in the form of an authoritative representative from the criminal environment. They relied on the "blacks" in the 90s, then the "reds" were used as a counterbalance. Now the situation has changed," explains a source familiar with the matter to AiF-Ural.
Currently, it's known that Sakhnov has been placed in the SUS in IK-12 – a barracks with strict detention conditions. According to the current rule, this is to isolate authorities from the general inmate population. Nevertheless, the criminal leader has the ability to send so-called "runs" – telegrams with a general demand to establish a "thieves’ move." This formally implies the setting up of new rules different from the existing ones, involving beating the majority of the prisoners, extorting money, and sexual assault. These are typical behaviors of the Reds, according to the source speaking to AiF-Ural.
Observers generally support the information from the AiF-Ural source. "The transfer was arranged by the Federal Penitentiary Service. Since they brought him here, there must be a specific purpose. There are several theories, but they all point to one thing – Sakhno was brought here intentionally. In recent years, the regional branch of the Federal Penitentiary Service has produced many "activists" who have committed atrocities in several penitentiaries. Now ordinary inmates may seek revenge, leading to violence. If the "asset" is taken out, there could be discussions about how they, along with the bosses, extorted and tortured people. This information could be dangerous. This is the situation: it can't be ignored," explains Alexei Sokolov, an expert at the "In Defense of the Rights of Prisoners" fund, citing one of the reasons.
Eduard Sakhnov is serving a 22-year sentence in the Middle Urals. He was arrested in 2005 and convicted 4 years later for organizing a criminal group, kidnapping, and several other serious crimes committed in the Far East, along with other leaders such as Cem, Lepekha, and Pensioner. The gangsters burned people and recruited schoolchildren – this was reported by the national media about the criminal group "Obshchak".
