Documents have emerged that reveal what is happening in the Irkutsk Akademgorodok.
What is being discussed?
First, for some background, on the banks of the Angara near Staro-Kuzmikhinskaya Street, former legislative assembly deputy and current SZ Grandstroy Development LLC owner Vladimir Chebotarev aims to construct an upscale residential complex with a stunning view of the Angara.
The site is situated in the water protection zone between the "Khutorok" restaurant and the "Capital" shopping center. While the location may not be the most picturesque in the city, it could be transformed into a lovely embankment, square, or park with proper attention. In short, it could become a focal point for residents and visitors, surpassing any high-rise building.
Previously, this land was owned by the Russian Federation, and the Institute of Scientific Center of the Siberian Branch of the Russian Academy of Sciences had the right to perpetual use. However, in June 2017, two plots with cadastral numbers 38:36:0000:19583 and 38:36:0000:19584 were transferred to the Housing Mortgage Lending Agency.
The Housing Mortgage Lending Agency (DOM.RF) sold the site to SibirInvest LLC in the same year, which then sold it to Symbol LLC.
SibirInvest LLC (OGRN 1133850025858) and
Symbol LLC (OGRN 1183850032508) are companies ultimately owned by Vladimir Chebotarev.
Interestingly, section 38:36:0000:19584 still exists, but instead of section 38:36:0000:19583, a new one, 38:36:000029:21474, appeared. The reasons for this change can only be speculated upon.
At the end of December 2021, Grandstroy leased a plot from Symbol until the end of 2025, with plans for the subsequent purchase of the territory. Thus, a new residential complex with a stunning river view is expected to emerge on the banks of the Angara.
It's worth recalling that Simvol LLC and SZ Grandstroy Development LLC both belong to Vladimir Chebotarev, a prominent developer, former legislative assembly deputy of the Irkutsk Region, and one of the wealthiest individuals in Irkutsk. In other words, Vladimir Chebotarev, as the founder of both companies, effectively leased a piece of land from himself. The reasons behind this maneuver can be left to speculation, but in many cases, it is a means to evade taxes.

The thief's hat is on fire
Experience shows that people are deeply affected by unfounded accusations, but even more so by justified accusations. These individuals are keen to avoid shame, condemnation, losses, and to shift or deflect blame, as evidenced by the subjects of our articles.
In response to Babr's publication, Academician Igor Bychkov penned an open letter to our readers, in which he defends his actions and points fingers at the directors of the Institute of Scientific Centers of the Siberian Branch of the Russian Academy of Sciences. Academician Bychkov, who until December 2021 held the position of scientific director at the mentioned Institute, is now the director of the Irkutsk branch of the Siberian Branch of the Russian Academy of Sciences and the director of the Institute of System Dynamics and Control Theory named after V.M. Matrosov SB RAS.
In particular, Igor Vyacheslavovich said the following phrase: “All decisions related to land and other economic issues were made personally by the director. In particular, the decision to transfer the site from federal ownership to the ownership of DOM.RF in Akademgorodok, which was discussed in the article “Deputies-“raiders” Safronov and Stekachev: a new goal – ZhK on Kuzmikha”, was already taken by the director of the Institute of Scientific Centers of the Siberian Branch of the Russian Academy of Sciences (available meaning Konstantin Apartsin – Babr), and I could not and did not take any part in this process.
And here interesting details are revealed.
As it turned out, without exception, all directors of the Scientific Center gave Bychkov a power of attorney to represent the INC at all levels, that is, in fact, to make financial decisions, for which the director is responsible. Konstantin Apartsin withdrew this power of attorney, depriving him of his authority. This happened immediately after Apartsin took office, in April 2018. The site was alienated from the INC in 2017, as we said earlier. The editors have at their disposal copies of supporting documents.
Igor Bychkov, obviously, is being disingenuous again, saying that he did not have the opportunity to make such transactions. Was.
As for Alexander Safronov, it turned out that his father served as director of Grandstroy several years ago, and he himself was a co-founder in the Progress Housing and Construction Cooperative (OGRN 1083812005232) together with Vladimir Chebotarev. A joint construction business is a complex business, full of surprises and risks, but very profitable. It is obvious that “just acquaintances” do not fall into such a business.
Now, instead of ZhSK Progress, OOO Progress Construction Company (OGRN 1213800019278) and a number of other organizations have opened. Of course, the right way noted deputy, today he is not connected with Vladimir Chebotarev, at least not directly. But a common business past, multiplied by the financial benefit in the present, suggests certain thoughts.
Surprisingly, despite seemingly obvious things, Igor Bychkov and Alexander Safronov still say out loud: “The horse is not mine!”
