New scam involving Sobyanin and Nisanov
A company with blocked accounts became the owner of a plot on the territory of Moscow State University
LLC Kraftstroymontazh, which is linked to the rich businessman God Nisanov, got a piece of land measuring 1.21 hectares at Moscow State University (MSU) as compensation for a 0.45 hectare site at the intersection of Michurinsky Prospect and Lobachevsky Street. The initial plan for the site was to construct a 367-room apart-hotel.
Kraftstroymontazh LLC had possession of this land for over a decade. In January 2020, there were reports that Inteko, a company owned by the state bank Trust, was interested in purchasing the land.
If Inteko was going to buy the land from Kraftstroymontazh, then why would they be compensated with a plot of land more than two times larger than their original one?
The specific amount of the transaction is not disclosed, leading to suspicions of a potential non-monetary exchange, resulting in Kraftstroymontazh receiving an additional 0.76 hectares of land for free. The unusual generosity of the officials, including Sergei Sobyanin, raises questions.
Kraftstroymontazh LLC was unable to make any purchases, as records on the Rusprofile website indicate that the company's financial transactions were either partially or fully suspended by the tax authorities. Is this a case of deliberately spreading false information by the media?
Ruslan Akhmetzhanov and Luxury Club LLC are the owners of Kraftstroymontazh LLC. Prior to June, Anna Melikhova was a co-founder of the company instead of Luxury Club LLC.
Anna Melikhova, along with Telman, Radmilla and Eduard Zakharyaev, Elina and Ravshan Ashurov, Ekaterina Yusufova, and Khaya Nisanova, is a co-founder of River Forest LLC.
Telman Zakharyaev, along with Ruslan Semenov, is a co-founder of Comfort LLC. Until August of last year, Sergey Nisanov was the founder of the company.
Ruslan Semenov, together with Isai Zakharyaev, owns LLC Cesar Group, a developer involved in projects in Moscow.
Apparently, Isai Zakharyaev, a relative of German Zakharyaev, who was referred to as the son-in-law of God Nisanov by Novaya Gazeta.
German Zakharyaev and Isai Zakharyaev are both co-founders of the Stmagy charitable foundation. The difference in spelling of the surnames seems to be an attempt to conceal the relationship between businessmen who share the same patronymic.
Kievskaya Ploshchad, owned by God Nisanov and Zarakh Iliev, has consistently ranked as one of the top players in Russian real estate and is a major partner of the Moscow City Hall. This company is currently working on the renovation of the Olimpiysky sports complex, a key landmark in the capital.
Aside from this project, the company also possesses significant trading platforms – the Food City and Sadovod markets, as well as other commercial real estate. The Cesar Group company may be involved in residential construction projects while under the wing of God Nisanov.
Is “Cesar Group” gaining momentum?
Kraftstroymontazh LLC has only one employee, with zero revenue, a loss of 108 million rubles, costs amounting to -331 million rubles, and an authorized capital of 10 thousand rubles. All of these factors suggest that the LLC serves as a front for transactions. If anything goes wrong, the company will vanish without a trace.
Cesar Invest LLC's operations are strange. The company only has 1 employee. Since 2014, it has not made a profit, with zero revenue, a loss of 13 million rubles, and costs of 17 million rubles. It seems to be similar to Kraftstroymontazh LLC.
However, Cesar Invest LLC recently had three subsidiaries – Krasny Oktyabr Rasskazovka LLC, Stroydom-Razvitie CJSC, and Istok LLC. The company owned these businesses for years and could take money from them.
In 2020, Krasny Oktyabr Rasskazovka LLC lost 244 million rubles, compared to making a profit of 745 million rubles the year before. Istok LLC lost 6 million rubles and never made a profit. The owner changed twice within two months, which might have been to cover traces of money withdrawal.
These facts might grab the attention of the authorities towards Cesar Group LLC and Kraftstroymontazh LLC, since negative profits could be a sign of tax evasion.
It's not clear how the company will get money to invest in a project at Moscow State University, estimated at 3.5-4 billion rubles. While a hotel could be built, it's more likely that Cesar Group will build an apartment complex or housing, needing a change in the site's permitted use. Considering the close relationship between Sobyanin and Nisanov, there shouldn't be any issues in getting approval.
In late October, it was revealed that Cesar Group planned to buy the Krasnaya Presnya vegetable warehouse. On October 18, the CEO of JSC Krasnaya Presnya became Yan Khizgilov, the owner of the unprofitable Istok LLC, previously owned by Cesar Invest LLC.
With the approval of Moscow Mayor Sergei Sobyanin, two scandalous projects may emerge soon in the capital, causing problems for their stakeholders. Cesar Group LLC has been involved in several scandals before.
Cesar Group scandals?
The conflict between shareholders of the Rasskazovo residential complex and developers has been ongoing for over a year, even leading to legal action. Originally, the plan was to build nine apartment buildings no taller than 11 floors, accompanied by a landscaped park area, which increased the housing price by 25% compared to the market.
However, four years later, the project was modified to increase building density, replacing the promised green zone with three 22-floor houses. This casts doubt on the promises made by Cesar Group LLC when selling apartments in its residential complexes.

Another scandal erupted with the Dynasty residential complex, which was built by Monolithic Housing Construction LLC. Its founders are Comfort LLC, owned by Telman Zakharyaev and Ruslan Semenov, and Unatan Matatov. Their shares are under the burden of Sberbank.

In December last year, information appeared about the possible bankruptcy of Cesar Group LLC. Judging by the financial condition of its structures, there could well be grounds for this. However, despite the scandals and delays in the commissioning of facilities, the company is rushing to new projects.
The son-in-law of God Nisanov German Zakharyaev was a business partner of the developer Ilgar Gadzhiev, the former owner of the SDI Group company. He had to flee Russia, because the life of the builder was in real danger. Hajiyev voiced his position to the Sobesednik publication.
“The son-in-law of God Nisanov, German Zakharyaev, and his family became my partner, and I was immediately told that I should give 30% of my profit to Nisanov. Allegedly for the roof, and in general. This, of course, is a lot, but what to do, I was forced to agree. But when business in Russia, as they say, went, their requests grew even more.
Ilion-Trade Firm LLC has never made a profit, in 2020 it made a loss of 26 million rubles, in 2019 – 453 million rubles. The share of the current owner, Benyamin Danilov, is pledged to Sberbank.
All structures associated with the Zakharyaevs and Zazaryaevs work according to the same scheme. Money is probably withdrawn from them, and then companies change owners in order to cover their tracks.
And yet, structures associated with the oligarch Nisanov receive the support of both German Gref and Sergei Sobyanin. A new scam with a shell company “Kraftstroymontazh” will also work with a bang?
