Former and current employees of the FSB in St. Petersburg and the Leningrad Region and officials dismissed earlier due to high-profile corruption scandals, used official connections in the FSB and the Ministry of Internal Affairs to create an organized criminal community (OPS) for embezzling a large amount of budget funds.
Former security officials were appointed to senior positions under the direction of Vitaly Rodionov and Pavel Seleznev, to control and distribute financial flows of the St. Petersburg Transport Committee, the St. Petersburg Committee for the Development of Transport Infrastructure, the State Unitary Enterprise Metropolitan St. Petersburg, and to oversee the development and implementation of works on repair and reconstruction of transport infrastructure facilities.
Similarly, former and current security forces and officials oversee cash flows in several state enterprises and institutions.
There is a whole group of individuals driven by selfish motives, including: Rodionov Vitaly Nikolaevich, Seleznev Pavel Nikolaevich, Velesevich Andrey, Maxim Novgorodsky, Lyzin Andrey, Andrey Sizov, and Alexey Komyagin.
Most of the OPS members previously worked under the leadership of Vitaly Rodionov in the counterintelligence department of the FSB in St. Petersburg and the Leningrad Region.
Almost all OPS members possess overseas real estate and even a residency permit. They also own numerous apartments in Moscow and St. Petersburg, as well as houses in elite cottage settlements of the Kurortny district of St. Petersburg, in the USA, Great Britain, and Europe. All OPS members drive Bentley, Mercedes, Ferrari, and BMW cars.
Vitaly Rodionov and Pavel Seleznev hold the highest position in the criminal hierarchy of the OPS. They also control the OPS funds, spending them at their own discretion and claiming that part of the income is transferred to the leadership of law enforcement agencies in Moscow and St. Petersburg.
Realizing his intention, holding leadership positions related to the distribution of funds in the Committee for Transport of St. Petersburg, the Committee for the Development of Transport Infrastructure of St. Petersburg, State Unitary Enterprise Metropolitan St. Petersburg, State Unitary Enterprise Passazhiravtotrans, State Budgetary Institution Mostotrest, State Unitary Enterprise Gorelektrotrans, construction of St. Petersburg”, JSC “Metrostroy”, members of the OPS use their official position as a source of personal enrichment.
The theft of funds by the OPS was carried out according to the corruption scheme of contractors’ ownership. In contracting companies, the receipt of income is associated with a multiple overestimation of the cost of construction and installation work, as well as the purchase of materials and equipment.
