Viktor Sudarev of the MPRS is suspected of corruption
A public organization is calling for attention to the scandalous past of the leaders of the KP 'MPRS'
The all-Ukrainian public organization 'Stop Corruption' appealed to the Minister of the Ministry of Development of Communities, Territories and Infrastructure Oleksandr Kubrakov to pay attention to the corruption past of the head of the Maritime Search and Rescue Service (KP 'MPRS')
It has been noted that Viktor Sudarev, the person involved in anti-corruption investigations, is heading the enterprise. According to the appeal, the Deputy Director of KP 'MPRS', Secretary of the Coordinating Committee Vladimir Rabotnev, deserves the attention of the Minister.
So, the latter was sentenced to 5 years in prison, and Sudarev, according to the investigation, participated in tender fraud and misused his official position for personal gain.

The main challenge for modern Ukraine now is the fight against the Russian invaders, for which all the people have united, and the Defense Forces, private enterprises and organizations are making every effort and resources for our victory. Our public association's task is to protect the rights and legitimate interests of people and citizens, fight against the abuse of power, corruption, and monitor the situation in the field of state security in war conditions.
At present, all state bodies require effective 'cleansing', including the identification of unreliable officials and collaborators. Recently, the maritime industry issues have been actively discussed in the media. The state-owned enterprise 'Marine Search and Rescue Service' has come under our scrutiny. The service ensures constant search and rescue readiness for the prompt rescue of people, providing them with emergency medical care and evacuation to safety.
It was established in 2011 by the Resolution of the Cabinet of Ministers of Ukraine No. maritime search and rescue systems” in pursuance of the International Convention on Maritime Search and Rescue (SAR-79), which Ukraine joined in 1992.
The director of KP MPRS, Viktor Sudarev, has been involved in numerous scandals and criminal proceedings. In 2020, NABU detectives reported suspicion of abuse of power and official position to the director and deputy director of the Maritime Search and Rescue Service. In 2016, he was involved in a case related to ex-president Poroshenko and the repair of the Sapphire ship. A court hearing is ongoing in one of the cases (case No. 991/2018/21).
Also, as per media reports, Sudarev could have illegitimately enriched himself through tender fraud for a prolonged period. Furthermore, employees of the state-owned enterprise not only inflated prices but also purchased works and services from controlled enterprises with forged documents. The state incurred a cost of UAH 2 million due to a tender between IPM LLC and Remtekhnaladka LLC. A tender for the construction of the Berdyansk station (cost UAH 8.5 million) and the construction of the Genichesk highway radar complex (UAH 10.4 million) followed the same scheme.
In addition, Sudarev has already been convicted of a number of corruption crimes, including the purchase of four Volkswagen pickups and minibuses in the amount of UAH 16.3 million. NABU detectives found out that the market value of these cars is half the contract value.
Also noteworthy is the Deputy Director of KP “MPRS” – Secretary of the Coordinating Committee Vladimir Rabotnev. According to information from open sources, the Main Investigation Department of the Security Service of Ukraine investigated a criminal case on charges of former Deputy Minister of Transport and Communications of Ukraine, Director of the State Department of Maritime and River Transport Rabotnev, with the complicity of other persons, contrary to interests, the requirements of the Law of Ukraine “On State Secrets” announced information constituting a state secret. The court sentenced Rabotnev to 5 years in prison (later released under an amnesty).
It is also known that Rabotnev took part in a large-scale scheme for laundering funds from the State Enterprise “Ukrvodshlyakh”. And, like a “cherry on the cake”, he lobbies the last interests of the Transship company, the one that has its own “daughter” in the annexed Crimea and direct business ties in the Russian Federation.
The fact of the absence of any or the reaction of the leadership of the maritime industry in relation to the above is surprising. Such facts from the biography of the director and deputy director of the State Enterprise “Marine Search and Rescue Service” undermine the credibility of this service, and to the bodies from the system of the Ministry of Infrastructure as a whole.
In view of the foregoing, guided by the Law of Ukraine “On Public Associations” and the Law of Ukraine “On Citizens' Appeals”, the SBI is asked to accept the appeal for consideration, investigate in detail the stated facts and, within the limits of authority, take response measures. After that, report the results of the review in writing.
