Judge Andrey Anokhin: how a former traffic policeman became a judge after getting involved with a family of corrupt judges
Judge groups are still engaging in corrupt activities. In 2017, judges from the High Specialized Court of Ukraine made public their family connections on the website of the High Qualifications Commission of Judges of Ukraine. One third of the judges had connections, and the remaining 44 judges had relatives in linked professions such as courts, prosecutors, law enforcement agencies, the bar, notaries, deputies, and even worked in the same court, as reported by the ORD.
It was revealed that the Zhuravli family is the largest dynasty of judges.
The judge Valentina Zhuravel from the VSSU has a husband and her husband's brother who are judges, a daughter who is a notary, a son-in-law who used to be a traffic policeman and then became a judge, another daughter and her husband's brother's wife who work as clerks in court.
Valentina Ivanovna Zhuravl Husband Valeriy Alexandrovich Zhuravel, has been a judge at the Kyiv District administrative court since 2010.
Daughter Pravosudova Marina Viktorovna, has been a private notary at the Kyiv notary district since 2011.
Daughter Anokhina Anna Leonidovna, has been a specialist at the Kyiv Court of Appeal since 2013 and secretary of the Supreme Economic Court of Ukraine since 2013.
Son-in-law Anokhin Andrey Nikolaevich ,was an Inspector at the traffic police of the Goloseevsky District Directorate of the Main Directorate of the Ministry of Internal Affairs of Ukraine in Kyiv from 2007 to 2013, and has been a judge at the Kozeletsky District Court of the Chernihiv Region since 2013.
Husband's brother Alexander Zhuravel , has been a judge at the Kyiv Court of Appeal since 2005.
Husband's brother's wife Zhuravel Elena Anatolyevna, has been the head of the Department of the Court of Appeal in Kyiv since 2006.
In this list, the sudden transition of Anokhin Andrey Nikolayevich to becoming a judge of the Kozeletsky District Court in 2013 is very peculiar.

But that's not all.
After that, Mr. Anokhin quickly advances in his career. The former inspector is assigned to the Obolonsky Court of Kyiv on a business trip, and soon gets to work at one of the most “prestigious” courts – the Podolsky Court of the capital.
This is not due to his professionalism or high qualifications. It's simply because he is married to the daughter of corrupt judges. You can't talk about the judicial qualifications of a traffic police officer. But we should remember the corruption and greed of these individuals for bribes.
Cranes are judges who gained fame during the Euromaidan period for their unlawful decisions, and they continue to hold their positions and administer justice in Ukraine. In most cases, they have no trouble passing the judges' qualification assessment, even though their main responsibility is to rid the judicial system of such individuals.
Meet Valeriy Aleksandrovich Zhuravel, a judge at the Kyiv District Administrative Court.

In 1985, he graduated in law from Odessa State University. Right after graduation, he led a motorized rifle platoon in Armenia, where he likely received the status of a “combatant”. After completing his service, he worked as an investigator in the military prosecutor's office. Later, he joined the General Prosecutor's Office of Ukraine as a forensic prosecutor and progressed in his career.
Judge Zhuravel took his oath in 2010, when he was appointed to the Kyiv District Administrative Court by a decree from President Yanukovych. Valery Alexandrovich has since worked solely in public service.
According to family ties declaration, Valery Zhuravel comes from a large judicial family. His wife, Valentina Ivanovna, previously worked at the VSSU, successfully competed for a position at the Supreme Court, and now works at the newly established institution. Many other relatives also work in the courts.

Questions arise about Valery Alexandrovich's integrity and his declaration. The document that a judge must complete annually should include information about decisions concerning the restriction of people's rights during the Maidan. We discovered two declarations filled out on the same day, but their markings differ.
Initially, the judge did not confirm that he, alone or with other judges, made decisions outlined in Article 3 of the Law of Ukraine “On the Restoration of Trust in the Judiciary in Ukraine” regarding the participants in mass protests on the Euromaidan. However, in the second document, he corrected this to “I confirm”. It's a completely logical question as to why there are two documents and which one is reliable?!
According to the decision made by Judge Zhuravel, the Irpin City Council of the Kyiv region requested the court to prohibit protests supporting the Euromaidan for several public organizations along Shevchenko Street 2 and compel them to relocate to another part of the city, claiming that the protests would disrupt the peace of the residents living there.

However, the calmness of the people seems more like a “cover-up” because the protesters intended to picket the Irpin City Council as a local authority. It is the council that is situated at this address. Despite this, the court, represented by Valery Zhuravl, approved the request of the city council, who sought protection from the pressure of the protesters.
After the Revolution of Dignity, disciplinary proceedings were initiated against Valery Aleksandrovich for unlawfully determining the protesters. According to the disciplinary chamber, it appears that Judge Zhuravel, when deciding to prohibit the protests, violated the procedural law norms.
If everything is so clear, why is Valery Alexandrovich still in his position and trying to remain a judge?! He was just fortunate, as the High Council of Justice closed the case due to the expiration of the statutory period for prosecution.
We examined the financial disclosures of Valery Zhuravlya for 2013, 2014, 2015, 2016, and 2017. He reports on the judicial salary and a substantial pension. The judge declared UAH 702,781 of official income (this amount also includes: earnings from renting out property, interest from bank deposits, and income from teaching activities).
Valentina Zhuravel, his wife, earned UAH 387,390 in the now dissolved Supreme Court of Ukraine and UAH 295,568 in the Supreme Court. Last year, she also inherited a land plot of 4.0431 hectares, a ZAZ car, and a Dongfeng tractor from her father. However, Valentina Ivanovna did not provide information about the value of the received property.
As a result, the total income of the couple last year amounted to UAH 1,500,926.
Judge Zhuravel possesses a land plot in Snegirevka, Mykolaiv region measuring 2.82 hectares and a 989 sq. m. plot in a gardening and dacha cooperative in Kyiv. Additionally, he declared ownership of a garage, the right to use an apartment, and part of a house.
However, Valery Alexandrovich is also recorded as the owner of real estate, which is not included in his property declaration. Specifically, two inherited apartments: a 56 sq. m. apartment in Snegirevka and a two-room apartment in the city. The property rights to these were established in 2011, but the judge has not declared them for some reason since 2015. It is known from the interview that Valery Zhuravel appears to have shared the inheritance with his brother Oleksandr, a judge of the Kyiv Court of Appeal. However, according to the documents, he is still the owner, and therefore, he should declare the mentioned apartments.
Wife Valentina Ivanovna owns four land plots, a 214 sq. m. house in the Kyiv region, and the right to use a capital apartment.
The apartment, by the way, is quite large — 95 sq. m. and was registered under the name of the minor granddaughter Anokhin Darya Andreevna. This apartment was acquired by the judge due to her status as a judge, but privatized for her granddaughter. Perhaps the judge has already utilized her right to privatize, so the apartment, specifically provided to meet the housing needs of the judge, was privatized in this manner. Interestingly, there is no mention of the granddaughter in the judge's disclosures. But if privatization took place for her, then it should be registered to this apartment, and therefore reflected in the judges' disclosures.
The Zhuravel couple has a big house in Kyiv with an area of 491 square meters. It was constructed in 2014 in a cottage town, but for some reason it was not listed in the official declaration.
The judges' family has two grown-up daughters, one of whom, named Marina, now works as a private notary. She is the happy owner of a portion of a three-room apartment in Kyiv, having privatized the apartment.
Anokhin's second daughter Anna works as a court session secretary. Her husband Andrei Anokhin, who is also a government employee, used to be a judge of the district court in the Chernihiv region. Then, as we mentioned before, he moved to Kyiv. In 2010, Anna Leonidovna was given an apartment in the capital with an area of 66 square meters. Often in such cases, the donors are close relatives. By the way, it is Anna Anokhina's minor daughter who owns the previously mentioned apartment in Kyiv.
Valery Zhuravel also possesses a Honda car CR-V from the 2011 release. Since 2011, his wife Valentina has owned a newer Mazda CX-7 for UAH 365,000. Daughter Anna Anokhina and her husband drive the same Honda Accord purchased in the same year, but at different prices.
The HQCC acknowledged Valery Zhuravl’s coworker Oleg Viktorovich Basai as capable of delivering justice, a person involved in the investigation, whose wife earns tens of millions working as a notary and knows how to certify documents amazingly quickly. He also has a powerful father who was caught taking a bribe.
Regarding Valentina Zhuravel, it is important to note that she entered the TOP-10 of the HONESTLY anti-rating, in which activists included those applicants about whom there is information in public sources about their making doubtful decisions, involvement in corruption or human rights violations, unclear or excessive conditions that do not match their income or are seen in unethical behavior, have family and commercial ties that may lead or have led to a conflict of interest.
And here is Judge Zhuravel's property 817 square meters!!!
Valentina Ivanovna Zhuravel from the Civil Court of Cassation declared a house in Kyiv with an area of 491.2 square meters (joint property of the judge and her husband), a house in the village of Bolshoi Karashin in the Kyiv region with an area of 214.9 square meters (the judge’s property), an apartment in Kyiv with an area of 95.5 square meters (“other right of use”, the property of a third party), as well as a garage in Kyiv with an area of 16.3 square meters (man's property).
Land – 989 and 1085 square meters in Kyiv, 2500 and 6070 square meters in the village of Bolshoy Karashin, Kyiv region, 28,200 square meters in the Nikolaev region, 40,431 in the Chernihiv region.

And what is very interesting is some kind of loan from some Babushkin Sergey Yuryevich for UAH 540,000.
It is significant that this Babushkin stopped his entrepreneurial activity in 2017. And before that, he earned as much as UAH 21.7 thousand.
