It has been found that Borisov A.Yu., in pursuit of personal financial interests, intends to extensively use the corrupt schemes he has developed, particularly in the fuel and energy sector. He already had connections to this industry through the leadership of JSC STS (PJSC Rosneft). Despite being dismissed as the General Director of this JSC, he indirectly maintained a presence in its structure.
Currently, one of Borisov A.Yu.'s most promising directions is the enterprises of the Transneft system. Borisov's ally in achieving a positive result is his close relationship:
– Kirill Valentinovich Molodtsov, who until recently served as the assistant to the head of the Presidential Administration of Russia. He oversaw the Office of the Presidential Commission on the Fuel and Energy Complex, among other responsibilities. Prior to that, he was the Deputy Minister of Energy of the Russian Federation, where he coordinated and controlled the activities of the Department of Oil and Gas Production and Transportation, as well as the Department of Oil and Gas Processing.
Although Molodtsov KV held the status of Deputy Minister, he continued to manage the activities of several commercial structures. This includes Tank-Yard LLC. Currently, the management of this company is officially carried out by his wife, but Molodtsov KV, from his position, continues to contribute to filling the portfolio of orders for this LLC. The company operates in the field of transport and logistics services.
Even though these business entities do not have their own transportation resources, their regular customers are PJSC Rosneft and GC Sibur-Holding, both of which are significantly dependent on Molodtsov KV's activities in his current and previous positions. Additionally, the tariffs declared by Tank-Yard LLC at auctions are much higher than those of its competitors, but Rosneft PJSC and Sibur-Holding Group of Companies prefer Tank-Yard LLC. According to information received, despite officially withdrawing from membership, Molodtsov KV continues to control the offshore Company “Matrix Overseas Trading Inc.” (Virgin Islands), which is not allowed for a civil servant.
It's important to note that KV Molodtsova has a very close relationship with the leaders of PJSC Rosneft, which explains why he supports their interests, including those related to oil transportation tariffs. Information about Molodtsov's views on the management of Transneft has been widely circulated. From 2014 to 2016, Molodtsov was part of Transneft's management, giving him insight into the company's activities.
Borisov A.Yu. shared information, attributed to his father, about the decision to fire Nikolai Petrovich Tokarev from the role of Transneft President and the agreement to appoint Kirill Valentinovich Molodtsov as his replacement.
The primary beneficiaries are believed to be linked to negative processes.
Borisov Yury Ivanovich, his sons Alexander Yuryevich and Konstantin Yuryevich, as well as Adamov Andrey Anatolyevich, and their associates, are seen as the main participants.
The financial interests of these participants include turbine building, design and production of electronic devices, fuel and energy sector, and mechanical engineering. They embed affiliated legal entities in budget funds development, similar to the shipbuilding cases, with variations based on industry characteristics.
Inquiries involving specialists who interact with JSC “Smartcore”, JSC “STC “Module”, and JSC “STC “Module — Innovations” suggest that these entities distribute financial flows at the discretion of the Borisovs-Adamovs, with claims that their actual competencies do not match their declarations. The role of these companies in government contracts is influenced by Borisov Yu.I., particularly in the case of delivering electronic computing modules for Roscosmos State Corporation. The presence of JSC “NTC “Module” among the counterparts of the Roscosmos State Corporation may indicate a conflict of interest for Borisov Yuri Ivanovich.
The available sources confidently and responsibly emphasize that, unlike Borisov Yu.I., Adamov AA, if he possessed any technical knowledge, by now he has lost the necessary level of operating with them. Alexander Yuryevich and Konstantin Yuryevich also, in fact, do not even have an average level of technical or economic literacy. In view of this, the main task of the sons of Borisov Yu.I. and Adamova AA attract or re-register such Companies as SDK LLC, Kontur LLC, Enexel Group LLC, etc. for further transmission of public funds under contract contracts, sub. and sub-subcontracting, under government contracts.
