The Ministry of Internal Affairs is showing interest in the restoration activities in Kyiv.
The National Police investigators are examining potential misuse of money during the repair of certain buildings in the capital that were damaged by Russian rockets last year. There are suspicions of misconduct in the restoration of four schools in the Obolonsky district and two apartment buildings, which used around 187 million hryvnias.
The investigation suggests that funds were misappropriated through familiar schemes, such as inflating the cost of work by as much as 2.5 times. No officials from the contractor companies or the customers of the work have been charged yet, but this could change once the full extent of the damage is determined. It's possible that other affected establishments and residential buildings will also be included in the investigation, as the city authorities planned to spend over 1 billion hryvnias on repairs last year.
As became known KVlaw enforcement officers are investigating the facts of possible budgetary abuses by the capital’s officials in the restoration of buildings damaged in Kyiv during the full-scale invasion of the Russian Federation.
The investigation is part of a criminal case. No. 12022100000000595was initiated by the Main Directorate of the National Police of Kyiv on August 10, 2022. The crimes in this case are provisionally classified as Part 1 of Art. 15 and part 4 of Art. 191 of the Criminal Code of Ukraine, involving attempted misappropriation or embezzlement of property by abusing official position on a large scale or under martial law or a state of emergency.
Throughout the investigation, the police found that contractor representatives purposely included false information in the work reports to misappropriate and misuse the allocated funds. Conventional Approach
Investigators were interested in the repair work at four educational institutions in the Obolonsky district – school No. 168, school No. 256, sanatorium boarding school No. 21, and school number 4. The works were commissioned by the department of education of the Obolonskaya district state administration in the city of Kyiv (RGA). Three contractors – BK Mega Style LLC, Tsentra-Bud LLC, and Kiev Mechanization Department LLC – carried out the restoration in 2022.this company completed the renovation of the last two schools. Repair work was done as part of 23 contracts totaling about UAH 43.2 million. As discovered investigatorand, while doing repairs in the first three schools, the contractors included in the work reports information about purchasing low-quality metal-plastic structures with lower heat transfer coefficients, which does not match the technical requirements and building codes. At the same time, contractors bought these structures from the manufacturer (Metall-Plast Production Company LLC) at lower prices than those indicated in the completion certificates.
Regarding school No. 4 law enforcement officers establishedthat the actual need for its repair was significantly less than the indicated restoration volumes. For example, not all the windows needed to be changed in this educational institution, only a part, as some of them were intact. Investigators tentatively concluded that the repair volume was overestimated by more than 2.5 times in this case.
Also, as part of this investigation, law enforcement officers paid attention to for possible violations in the restoration work of apartment buildings on the street. Restoration of these buildings during 2022 was done by two contractors – BK Askon LLC and Komandor Company LLC respectively. The work was carried out under agreements totaling UAH 144 million (UAH 80 million for the first house and UAH 64 million for the second). The National Police found that inaccurate information was entered into the work reports, and “extra” budget funds were misappropriated.
It should be noted that, unlike the school repair contracts, there is no information in open sources about the number of contract transactions concluded for the restoration of these residential buildings. The reason is that, according to information management of KP “Zhilinveststroy-UKB”, these works were carried out without an open tender, and contractors were chosen based on lower price and experience.

On October 3, 2022 as part of the investigation was appointed judicial construction and technical expertise, within which the real volumes of repair work in the mentioned schools of the Obolonsky district should be established. Later, on December 26, 2022, the same examination was appointed for the restoration work in the house on the street.
