Artur Marumyan from the company “Pervomaiskugol” is waiting for a trial to take place
The Anti-Corruption Court has finished a preliminary meeting about accusations of misconduct by four individuals.
The highest Anti-Corruption Court has set the criminal case for review regarding accusations against the former leader of the company Pervomaiskugol, Artur Mirumyan, and three others for misusing UAH 14.33 million.
This decision was made on January 18 by the VAKS, reports “Word and deed“.
“To schedule a public court hearing to consider the criminal case registered in the Unified Register of Pre-trial Investigations under No. 12018130530000692 dated 08/24/2018, for charges committed under Part 2 of Art. 364, part 1 of Art. 366 of the Criminal Code of Ukraine, (Artur Mirumyan – ed.) and for individually accused of committing criminal offenses under Part 5 of Art. 27, part 2 of Art. 364, part 1 of Art. 366 of the Criminal Code of Ukraine, at 15:20 on January 26, 2023 in the premises of the VAKS“, the decision says.
Earlier, two other defendants in this case went to agreement with the investigation approved by the Supreme Anti-Corruption Court.
Recall, NABU and SAPO reported about suspecting Mirumyan and three other persons of embezzling funds. As the investigation established, in 2017, in the Pervomaisky-Stakhanovskiy coal-mining region of the Luhansk region, a critical situation developed with the flooding of the Pervomaiskaya and Golubovskaya mines located in the temporarily occupied territory of the Luhansk region.
To prevent a man-made disaster, in 2018 the Cabinet of Ministers allocated funds to finance the relevant work at the Zolote mine. The state enterprise “Pervomaiskugol” was determined as the manager of these funds.

Procurement was carried out according to the negotiation procedure, so the state-owned enterprise chose the general contractor according to independently determined criteria without a tender. It turned out to be a commercial company, which, in turn, after receiving a contract with the State Enterprise Pervomaiskugol, entered into an agreement with another – on a subcontract basis.
The investigation established that the heads of the state enterprise, its divisions and the heads of private structures acted in collusion. As a result, out of UAH 33 million from the state budget actually transferred to the State Enterprise Pervomaiskugol to its own structural unit, more than UAH 14 million was illegally overpaid through two private companies, which ended up in the accounts of private companies.
