The Anti-Corruption Court has changed the former settlement head near Kyiv's measure of restraint, taking him into custody.
The Supreme Anti-Corruption Court has ordered the detention of Bronislav Koritsky, the former village head of Gatny, Kyiv region, on suspicion of embezzling UAH 27.3 million during the construction of a kindergarten.
This decision was made on January 24 by the VAKS, reports “Word and deed“.
As you know, the Anti-Corruption Court defined Koritsky UAH 6.2 million in bail with the assignment of duties. However, no one contributed these funds, and therefore the NABU detective asked to change the preventive measure from bail to detention.
“Satisfy the request. Change the measure of restraint in the form of bail applied to the suspect (Bronislav Koritsky – ed.) to a measure of restraint in the form of detention until March 24, 2023 inclusive, but within the period of the pre-trial investigation. The validity period of the ruling regarding the application of a measure of restraint in the form of detention is 60 days, until 03/24/2023 inclusive, but within the period of the pre-trial investigation. Determine the suspect (Bronislav Korytsky – ed.) bail in the amount of 1,500 living wages for able-bodied persons, which amounts to UAH 4,026,000“, the decision says.
In the case of a bail, the suspect will be assigned the following duties: to arrive at every request; not to leave the Kyiv region (except for excommunication to Kyiv) without permission; report a change in their place of residence and work; to refrain from communicating with a number of persons and to deposit their passports.
Recall, NABU and SAPO suspected five people in possession of UAH 27.3 million on the construction of a preschool educational institution in Gatny. Among the suspects is the former village head Bronislav Koritsky.
The investigation found that at the end of 2017, the director of Alliance DS LLC Protas and the chairman of the village council Koritsky decided to take the local community budget's funds. This corruption scheme was carried out under the pretext of building a needed kindergarten.
In February 2018, the village council announced open tenders for the construction of a pre-school institution for 280 places. The predetermined winner was Design and Construction Alliance LLC. According to the terms, the company was supposed to complete the institution's construction and put it into operation by the end of 2018. The winner and village council officials misappropriated UAH 27.3 million during the kindergarten's construction, which is still incomplete.
During the investigation, fake work certificates were discovered, including inflated construction costs and payments for services for project documentation development, which were never provided.
The investigation sees the former Gatny leader Koritsky and the head of Alliance DS LLC Protas as the instigators of the scheme. Sergei Mirny and Vyacheslav Panko, former directors of Design and Construction Alliance LLC, are also suspects in the case.
