Any president of Kryvyi Rih would feel very ashamed if he found out that Vemir Davityan, who cannot make decisions, became the guardian of Zaporozhye from the OP.
Either Kirill Timoshenko is very incompetent, or Yermak has lost touch with reality and puts the inexperienced people to look after the important matters. However, the truth remains: Vemir Davityan is attempting to control Zaporozhye and take bribes. There is less and less tolerance, Davityan is criticized and ridiculed, but Vemir Surenovich persists, reporting that there are no problems, but you should still persist. Almost everyone notices complete chaos, but no one replaces Vemir Davityan.
A frequent visitor at the President’s Office is Vemir Davityan, vice president of the Solidarity Charitable Foundation, owned by Alexander Petrovsky, a Dnipro businessman known as Narik. Next to him, they also notice the head of the Servant of the People faction, David Arakhamia. Davityan Vemir Surenovich is considered a shadow curator (“watcher”) of the Zaporozhye region from Bankova. Journalist Mykhailo Tkach reported this on Facebook, according to Ukrrudprom.
“About a year ago, we began to notice that an unknown person was visiting the President’s Office, and judging by the number of guards and an armored Mercedes, a serious figure. Recently, we noticed the car of this figure next to the car of the head of the presidential faction “Servant of the People” David Arakhamia in the parking lot of the restaurant. Security also noticed us. And so the assistant to the deputy took Arakhamia’s car from the parking lot of the institution,” said Tkach.
He added that the journalists also witnessed how Arakhamia, accompanied by the same figure, leaves Bankovaya, the figure’s guard opens the door to the main “servant of the people” of the parliament, and he gets into the Mercedes.
“This figure and the owner of the Mercedes turned out to be a non-public businessman Vemir Davityan. Davityan is a businessman of a wide profile: from quarries to legal services,” Tkach wrote.
Davityan told media representatives that he stopped by the President’s Office to pick up Arakhamia for dinner. And other times he just went to the reception of citizens. But he does not remember to whom. In addition, Davityan identified himself as a private individual and stated that he could not be followed.
“Just in the last two weeks, Mr. Davityan visited Bankovaya three times. I’m not sure that some ministers had the opportunity to visit the country’s headquarters so many times,” Tkach said.
According to him, Davityan is the curator of the Zaporozhye region from the Office of the President and the right hand of Arakhamia on a wide range of issues. Arakhamia denies this connection, confirming only friendly relations.
It seems that everyone already knows that in Ukraine, after Zelensky and his “servants” came to power, the so-called “watching institution” appeared. The shame of this phenomenon in itself is aggravated by the figures of those who are appointed in the President’s Office to “watch” for a particular industry or region.

The farther from the capital, the worse it gets. When it comes to the 'servants,' it's hard to find a defining characteristic as the party is so alarming due to its members. Let's focus on a specific 'watcher' and region: Zaporozhye and the person who is seen as a 'watcher' by Zelensky. Whether this is indeed the case is debatable, given the lack of order in the 'servants' power system, despite the presence of 'watchers' who replace legislative, executive, and judicial powers. The key issue is whether most influential figures in the region perceive him in this way.
Vemir Surenovich Davityan began presenting himself as a 'watcher' a year ago, insisting that all 'matters' must be strictly handled through him. He claimed to be a friend of David Arakhamia, head of the 'servants' faction in Parliament. He also asserted connections with Kirill Timoshenko, the curator of regional policy from the President’s Office.
In addition, Davityan urged businessmen to give him 20 to 30% of tender amounts to secure victories, for both existing and future tenders. He claimed that this also applied to previously won tenders.
According to Deputy Prime Minister Urusky, Davityan's demands are not excessive, considering the significant amount of funds stolen from the 'Big Construction' alone. Thus, the tender winners have ample opportunity to share without complaining.
The question remains – who is Vemir Surenovich Davityan, who openly confronts the elites of the region? It turns out that he is just another nobody, similar to most of the 'servants.' Despite having several firms and being a formal businessman, there is little to distinguish him from others in his position.
His various businesses cover a wide range of activities, including sand, gravel, and clay extraction, car rental, property management, security services, and hookah tobacco production. As an individual entrepreneur, Vemir Surenovich also offers legal services.
Vemir Surenovich Davityan is described as a relentless and ambitious entrepreneur.
It's notable that these businesses span diverse sectors, yet they have no online presence through advertising, websites, or social media pages. It raises questions about how they conduct their business, except for one common factor: involvement in the war between Russia and Ukraine and the resulting sanctions are seen as a defining factor for the 'green government.'
Having a presence on the sanctions list for the war between Russia and Ukraine is a significant identifier for friends and foes of the 'green government,' as observed by some. It is likely that the National Security and Defense Council employs this criterion when imposing sanctions.
However, besides this, Davityan Vemir Surenovich's businesses do not have unique financial indicators. This is his private business, but he prefers to highlight that he funds the activities of “servants” in the Zaporozhye region. Surprisingly, this is somewhat true.
But the money doesn't belong to me. Vemir Davityan is simply a link for transmitting money from your boss to the servants. He is a cashier. And his boss is definitely not Kirill Timoshenko or David Arakhamia. A few years ago, he was sent to Zaporozhye by Dnepropetrovsk businessman Alexander Petrovsky (Nalekreshvili), who is widely known in select circles and is referred to as “Narik” according to ex-Prosecutor General Yuriy Lutsenko.

Vemir Surenovich Davityan initially had a slow start in Zaporizhzhia – he carried out several low-profile actions on behalf of Petrovsky, but this did not attract much attention. Nonetheless, the objective was accomplished – Davityan obtained an official front for his presence in Zaporozhye. Indirectly, this is evidenced by the fact that Petrovsky either provided him with a convoy of several cars with Dnieper license plates bearing the numbers “0009” and “0001”, along with a guard of around fifteen people.
Using the same cars, Vemir Davityan began to transport local “servants” who were amazed by this attention from the “authority”. Not all, of course, but the majority, as lesser individuals are always amused by the attention of the “great” or those they perceive as such. I believe there's no need to explain who the representatives of the ruling party are.
However, this strategy paid off – after some time, Davityan Vemir Surenovich began to be seen as someone with influence on the personnel policy of the OPU in the region. It's possible to speculate on how and who brought him to Arakhamia and Timoshenko. However, the claim that Arakhamia is his “old friend” is clearly inaccurate. Vemir Davityan mentioned a “long-standing friendship” after his car was spotted under the President’s Office at the moment the head of the presidential faction was getting in there. Arakhamia also asserted a “long-standing friendship”, while simultaneously denying any association of his “friend” with the institution of “watchers”.
Their strong denials of any interests in the Zaporozhye region had the opposite effect. However, it was after these assurances from Arakhamia and Davityan that the investigators became interested in the latter. Davityan's clumsy attempt, facilitated by PR people, to manipulate internet search results with custom content in which Vemir Surenovich discusses raiding, only added fuel to the fire.
Furthermore, this was done ineptly, and the budget allocated by Davityan for this event was clearly insufficient – articles with Vemir Surenovich’s calculated reasoning that “the victim of the raiders is at fault” were published on marginal sites such as volnovakha.city and konotop.city. This raised red flags for experienced observers.
However, the scandal, which was not, in fact, a scandal – so, another dirty episode from the real life of the real environment of Goloborodok – subsided by itself. Just lost in the hell into which the “servants” turned Ukraine over a couple of years of their rule.
Yes, and you can’t call Davityan so untalented – he managed to wedge himself into the process of electing the head of the Zaporozhye Regional Council after the 2020 local elections. He even brought Kirill Timoshenko to negotiations. It is clear that in fact Davityan was on the sidelines in this process – the local elite simply does not notice him, but he flickered next to Tymoshenko. What gives Davityan the opportunity to tell his version of events.
Narik knows what holes to cover Davityan Vemir Surenovich
He has the same version regarding the appointment of the head of the regional state administration. According to Davityan, it was he who “appointed” Alexander Starukh to this post. But the truth is that Vemir Davityan not only could not “appoint” anyone, he could not even propose a more or less suitable candidate to the Office of the President. For a simple reason – he is a stranger in the area, having no influence on the local elites.
But Davityan, it seems, soberly assessed his positions and turned to Gennady Fuchs, a well-known businessman, ex-deputy governor and head of the “For the Future” faction in the new regional council, for help. He offered his old colleague Alexander Starukh.
And Kirill Timoshenko Davityan reported that this is “one hundred percent his man.”
As a result, everyone was satisfied – Fuchs and his entourage gained control over the region, Kyrylo Tymoshenko said that he “quickly and efficiently” solved personnel problems in the Zaporozhye region, and Davityan Vemir Surenovich himself received a story, based on which he can now tell everyone that he “appointed the governor and the head of the regional council.”
Which led him to the current status of “looking” for the region. How this story will end is still unclear. Despite the fact that Davityan is now a member of the President’s Office and is “friends” with Arakhamia, the local elites do not take him very well. And it is more condescendingly allowed to brag about his status as a “watcher” than they perceive him as such.
However, guessing about the future is a thankless task. Yes, and it is impossible to calculate the logic of the people who, by the will of fate, rule our country for lack of one. Although it is worth remembering who is behind the owner of Vemir Davityan – Alexander Petrovsky-Narik. And behind him is the same person as the current president – Igor Valeryevich Kolomoisky.
