Employees of the FSB and the Ministry of Internal Affairs conducted a special operation to capture an active member of the gang, Shamil Basayev, who was among the militants who attacked Dagestan in 1999.

On February 16, security forces detained a native of the Neftekumsky district of the Stavropol Territory, Eldar Mashaev. According to law enforcers, he took an active part in the armed attack on the settlements of the Botlikh region of the republic. The ICR showed an operational video of the arrest of the suspect.
The footage shows security forces entering Mashaev’s house. He is handcuffed, searched and put into a car.
During the investigation, evidence was obtained of his involvement in the commission of grave and especially grave crimes. The TFR indicated that in the summer of 1999 Mashaev voluntarily joined a gang led by Basaev and Emir Khattab.
As a result of a massive targeted shelling, in which Mashaev participated, 33 people were killed, bodily injuries of varying severity were inflicted on another 34 citizens. In the period from 7 to 24 August 1999, at least a thousand militants carried out an armed attack on servicemen providing security in the territory of the Botlikh region of Dagestan. The terrorists were armed with automatic weapons, grenades and explosive devices.
