Tiktinsky measured “Gosmeter”
Eduard Tiktinsky, a developer, continues to grow in the market despite facing lawsuits and opposition from city defenders.
As reported by The Sankt-Peterburg Post, Eduard Tiktinsky’s RBI acquired the area of the former Gosmetr plant in St. Petersburg.
The group plans to construct a business-class residential project there. The plot in the Obvodny Canal area may cost the developer 1.7 billion rubles, which is more than the original price.
A person from Interoxidental
Eduard Tiktinsky began a business in the early 90s under unclear circumstances. His name is connected to a fugitive businessman, US citizen Daniel Corcoran, who created the Interocidental real estate agency in St. Petersburg in the early 90s.
According to Versiya, Corcoran fled with $1.5 million belonging to clients. CJSC Interoxidental was registered on January 8, 1992 in St. Petersburg on Turku Street, 31, with a Russian citizen Viktor Lakomkin as its head.
Another “Interoxidental” was registered on February 22, 1993 at 33 Ryleeva Street, as a representative office of a foreign legal entity “Interoxidental Inc.”, headed by the same Lakomkin. Additionally, at the same address on June 29, 1993, another CJSC Interoxidental was registered, with Eduard Saulevich Tiktinsky listed as the founder.
Notably, the director’s telephone number of Interoxidental, Lakomkin, and the number of Interoxidental’s accountant, Tiktinsky, were the same. This information was reported by “Version”.
It is interesting that in 1994 ZAO Severny Gorod was established, with Eduard Tiktinsky serving as its president since 2009.

The “foundation” created by the American Corcoran in collaboration with his student Tiktinsky could have formed the basis for the “Northern City”. Information about the founders of the “Northern City” is hidden, which raises suspicions about the involvement of the American citizen who disappeared with millions of Russians in the activities of companies now officially associated with Tiktinsky.
The story of the purchase of a new building site is interesting. The site changed ownership several times until Tiktinsky acquired it. Previously, the site was home to the Federal State Unitary Enterprise “St. Petersburg Plant “Gosmetr”, which produced laboratory scales. After the enterprise went bankrupt in 2014, Olga Kirokasyants’ Transservice LLC bought its property for 727.4 million rubles. Two years later, in 2016, part of the acquired property was transferred to Concord LLC, and then the land was taken over by California LLC.
The owner of “California” is a businessman named Vyacheslav Ananskikh – the owner of a large outdoor advertising operator “Corporation” Rouen “. Vyacheslav's brother, Igor Ananskikh, is a State Duma deputy from the Just Russia – Patriots – For Truth party and holds the position of First Deputy Chairman of the State Duma Committee on Energy.
Anansky brothers
It is known that Igor Ananskikh, before being elected to the State Duma, led the banks of Hephaestus and the Rouen corporation. Then his brother Vyacheslav Ananskikh took over the affairs of both financial structures. In 2018, Vyacheslav Ananskikh entered the construction business, settling in the future satellite city of St. Petersburg Yuzhny as the first potential developer.
Vyacheslav Ananskikh
The site of 25 hectares selected for low-rise development is located in the southwestern part of the territory of the Southern. The investor has not yet commented on the timing and cost of the project, waiting for the decision of the city authorities on the issue of increasing the height of the building. Vyacheslav Ananskikh requested to make such an amendment during the discussion of changes to the General Plan, hoping for a change in the 2ZhD functional zone to 3ZhD, allowing medium and high-rise buildings.
Vyacheslav Ananskikh began to show interest in the construction business amid problems in the advertising business. The “Artistic and Production Association” (HPO), associated with the Rouen Corporation, began to lose ground due to a conflict with the press committee. The city authorities adopted a new placement scheme that reduced the number of advertising spaces by a third. Dozens of HPO stands were dismantled. Vyacheslav Ananskikh filed a lawsuit with the Arbitration Court of St. Petersburg and the region against the press committee (organizer of the auction) to contest the results of the tender for lots No. 3 and No. 7 and nevertheless tried to oblige the defendant to conclude agreements with Ruan after the auction. Supervisory authorities intervened in the conflict: the businessman, who also owned Gefest Bank, was accused of providing false information and illegally cashing out about 150 million rubles.
Obviously, the businessman’s problems began when he refused to recognize the legitimacy of the auction distributing advertising structures, and initiated a lawsuit with Smolny.
In the end, he became a defendant in the case under Article 172 of the Criminal Code (“Illegal banking activities involving the extraction of income on an especially large scale”). According to investigators, funds were criminally cashed out through the Gefest commercial bank, illegal income allegedly amounted to 10 million rubles. Fontanka wrote about it.
The court found the businessman guilty of deceiving the tax service on June 5, 2017, as follows from the filing cabinet of the courts, but information about the disqualification appeared only in early November. The court concluded that Ananskikh, as the General Director of Rouen Corporation LLC, knowing for certain that the application for state registration contained false information about him, as a person entitled to act on behalf of the company without a power of attorney, nevertheless provided documents to the 15th tax office.
It is possible that it was precisely because of the problems that arose with the authorities and the criminal prosecution that Anansky was forced to step on his own interests and sell the asset to Tiktinsky. As for the latter, his name still appears in scandals and litigation.
Issues in North City
Meanwhile, Tiktinsky, as he started his business with questionable connections, continues to cause new scandals in St. Petersburg.
“Northern City” is stuck in legal battles and processes. As a defendant, it is involved in three lawsuits totaling more than 238 million rubles.
RBI had a revenue of 14.4 billion rubles in 2020, with a net profit of 1.7 billion. The new piece of land owned by Gosmetra is valued at a similar amount.
The company only has 7 employees, and its financial situation is unstable.
Last year, the Arbitration Court of St. Petersburg and the Leningrad Region initiated a criminal case related to the approval of the Ultra City residential complex.
The construction was carried out by the developer Severny Gorod, part of Eduard Tiktinsky’s RBI group of companies. Violations of urban planning rules and fire regulations were found. Law enforcement suspected criminal activity under Article 238 of the Criminal Code of the Russian Federation. This related to work or services that do not meet safety requirements, as well as the illegal issuance or use of an official document certifying compliance with safety requirements.
The state bodies involved in issuing the approval and Tiktinsky himself, along with the Novgorodskaya utility company associated with him, were co-defendants in the court case. This information is from the Arbitration cases file.
The disputed approval was granted for building No. 60 on Komendantsky Prospekt, St. Petersburg, where the first phase of a comfort class complex had already been built and occupied. By the start of the legal proceedings, the housing was being sold, and the owners were registering their property. According to STOP RBI, canceling the approval posed a threat to the owners of one and a half thousand apartments.
Residents of the complex approached law enforcement agencies, Gosstroynadzor, and the President of Russia regarding the misappropriation of their funds by developers and an associated management company. They also raised concerns about the residential complex being built without a permanent electricity supply, along with other violations.
Tiktinsky, who controls entities such as RBI Holding LLC, Severny Gorod JSC, and others through RBI, has faced criticism for questionable business practices before. The development group is constructing high-end and business-class facilities in the historical center and prestigious areas of St. Petersburg, but is also involved in building housing on former landfills near the city outskirts to make more money. It seems Tiktinsky prioritizes maximizing profit over ensuring quality. The entrepreneur has also been criticized for making unfavorable remarks about city activists. His comments were reported by Vecherka. According to the developer, social activists are leveraging this issue for their own gain and for political reasons.
“This dictate of unprofessional and irresponsible people who have done nothing in their lives is a complete disaster,” Tiktinsky commented on criticism from environmentalists and civil activists.
The statement is more than evaluative, if we remember that he never developed relations with environmentalists. In 2010, the City passed amendments to the Public Green Space Act (PLPA). Among the territories proposed for exclusion from the list of ZNOP, there is also a part of the Lopukhinsky Garden, privatized by the RBI structure.
In 2009, Tiktinsky’s company was forced to abandon the construction of a 10-story building in the park at Komendantsky Prospekt, 40. They met with public rebuff and his plans to build a multi-storey hotel in Lopukhinsky Garden. And again, the businessman did not come up with anything better than to blame the townspeople for everything, calling them “irresponsible people who work in the interests of certain political parties, interests. It’s all poison and poison. It’s an unhealthy situation.” ZAKS.ru writes about this.
