The infectious diseases department at the Kyiv City Clinical Hospital No. 4 needs to be renovated by the end of 2023. Instead of holding a competition, the hospital chose Absolut-Klimat LLC as the contractor, which is connected to deputy Yuriy Voznyuk. This decision has raised concerns because Absolut-Klimat LLC is suspected of involvement in a money laundering scheme.
The non-profit utility company “Kyiv City Clinical Hospital No. 4” signed a UAH 55.95 million agreement with Absolut-Klimat LLC on November 24, 2022, to renovate the infectious diseases department at st. Solomenskaya, 17 in the Solomensky district of Kyiv.
The contract requires Absolut-Climat LLC to complete general construction and electrical work, upgrade water supply, sewerage, ventilation, air conditioning, heating systems, and improve the surrounding area of the hospital’s infectious diseases department by the end of 2023.
The procurement process involved only Absolut-Climat LLC and did not include any competitors. It's worth noting that the conditions of the purchase required the participant to have a valid certificate for the DSTU ISO 9001:2015 quality management system, which has been criticized as discriminatory.
Previously, Kyiv City Clinical Hospital No. 4 had also commissioned Ukrventpromsnab LLC to carry out repair work in the department of anesthesiology and intensive care for UAH 39.56 million, with completion scheduled by the end of the current year.
According to the Youcontrol analytical system, Absolut-Climat LLC was established in Kyiv in 2008. The company's authorized capital is UAH 51.5 thousand, and its main activity involves installing water supply networks, heating, and air conditioning systems. Vyacheslav Berezovsky is the founder and ultimate beneficiary, while Sergey Bolshakov is the head of the company.
Absolut-Klimat LLC is one of the founders of Eurobudinvest corporation, which, according to Youcontrol, is linked to the Vozniuk Family Group, led by Yury Voznyuk, deputy of the Verkhovna Rada of the 7th and 8th convocations. The main assets of this group are LLC Ekoremstroy Ltd, specializing in construction and installation works at industrial facilities, and LLC Tivoli-Land, which sells sports and playground equipment.

Before his political career in the Verkhovna Rada, from 2010 Yuriy Voznyuk served as a member of the Rivne City Council from the Front for Change party. He was elected to the parliament of the 7th convocation (2012-2014) from the single-member constituency in the Rivne region from the VO “Batkivshchyna”, the 8th convocation (2014-2018) – from the party “People's Front”. He also attempted to become a deputy of the Verkhovna Rada in the 2019 elections as a self-nominated candidate, but was not elected. In 2020, Yuriy Voznyuk ran for the position of mayor of Rivne from the political party “For the Future”, coming in sixth place.
Absolut-Climat LLC, based on the results of public procurement, signed 125 contracts worth UAH 1.73 billion. The largest customers are the metropolitan KP “Engineering Center”, which awarded the company contracts for 457 million hryvnias, and the KNP “Center for Emergency Medical Care and Disaster Medicine of Kyiv”, which made orders for 431 million hryvnias. In addition to these, Absolut-Klimat received another order from Kyiv City Clinical Hospital No. 4 for a major overhaul of premises in 2020, amounting to UAH 3.45 million.
LLC « Absolut-Klimat” was “lit up” in several criminal proceedings.
Since November 2019, investigators from the Main Department of the State Fiscal Service in Kyiv have been looking into proceedings No. 42019100000000747, where the directors of this company are suspected of intentionally evading taxes on a large scale. According to the case materials, the head of Absolut-Climat LLC, along with companies with signs of fictitiousness, in 2018-2019 overstated the VAT tax credit by UAH 7.5 million.
Since November 2018, SBU investigators, as part of criminal proceedings No. 42018100000001118, have been suspecting Absolut-Klimat of participating as an intermediary in the scheme of the leaders of the Engineering Center and several commercial firms from 2016-2018. Investigators believed that the Engineering Center's contractors – Pluton-S LLC and Armabud Ltd. LLC – transferred money to other companies, including Absolut-Climat LLC, for work that was not performed. Afterward, the funds were transferred to companies with signs of fictitiousness, which then withdrew money for a kickback to the management of the utility company and these contractors. According to the SBU, the Engineering Center KP illegally transferred UAH 13 million to contractors.
KNP Kyiv City Clinical Hospital No. 4 was established in 1998 by the Kyiv City Council. Tatyana Mostepan is currently performing the director's duties. The hospital is under the Department of Health of the Kyiv City State Administration (KSCA), headed by Valentina Ginzburg since October 2017 (shown on the left). The activities of this department are overseen by the Deputy Head of the Kyiv City State Administration Anna Starostenko.
