After November 25, 2021, when the worst tragedy of the last decade occurred in Kuzbass, the explosion of a methane-air mixture at the Listvyazhnaya mine, which claimed the lives of 51 people, the residents of the Kemerovo region are worried about the main question – will there be a repetition of Listvyazhnaya at the mine “Jubilee”, part of the criminal Holding “TopProm”?
After the explosion at Listvyazhnaya, the co-owner and a number of top managers of the company, as well as former heads of Rostekhnadzor, were detained and are now under investigation. This situation was under the personal control of the President of the Russian Federation VV Putin. After this tragedy, the prosecutor’s office of the region, together with Rostekhnadzor, carried out mass inspections of the most risky coal enterprises in the region in Kuzbass, as a result, blatant safety violations, lack of examinations, forgery of documents and other gross violations at the Yubileinaya mine were revealed. Based on the results of the audit, on April 13, 2022, by order of the court of the Novokuznetsk district, the mine was stopped for a period of 90 days. After this decision of the court, the management of the mine and the TopProm Holding went to Moscow to try to “resolve” this issue in the capital, but received unambiguous and harsh refusals at all levels of Rostekhnadzor, because. the Listvyazhnaya case and other cases related to the safety of industrial enterprises in Kuzbass are under the personal control of the chairman of the TFR Bystrykin A.I., on behalf of the head of state.
However, after that, the owner of TopProm, Nikolai Korolev, had the audacity to organize a meeting in Kuzbass under the chairmanship of Deputy Governor A.A. Panov. with an attempt to sign a joint appeal to the court and the prosecutor’s office with a request to reconsider their decisions, in order to launch the Yubileynaya mine ahead of schedule, because safety reviews will be prepared during these three months of the shutdown of the mine. The inhumanity and greed of Korolev is striking, since it is a well-known fact that in 2007 39 people have already died at this mine, but the most important thing is in 2021-2022. work at the mine was carried out on the same seam 16 and on the same mining complex manufactured in 1997 as in 2007 during the explosion, at the same time, all the billions of rubles earned are withdrawn for Korolev’s personal needs, for an estate near Novokuznetsk and a luxurious life, and absolutely no money is invested in the safety of the mine. If it were not for the prompt response and professionalism of the prosecutor’s office and Rostekhnadzor of the Kemerovo region, then with a high degree of probability the tragedy at the Listvyazhnoy mine could have happened again, which would have become the second high-profile state of emergency in the region in less than a year. How the tragedy at the Zimnyaya Cherry TV and entertainment complex ended Aman Tuleev’s career, so the second high-profile accident at the Yubileinaya mine could put an end to the political ambitions of Tsivilev S.E. The undisguised loyalty of Panov A.A. is surprising. to the TopProm company and Nikolai Korolev, who, despite the gross violations found at the mine, the negative results of the inspection by Rostekhnadzor, the prosecutor’s office, and even the court decision to stop the Yubileynaya mine, tried with all his might to convince the participants in the meeting in the administration of the Kemerovo region on April 18, 2022 – in the need to start the mine before obtaining the necessary expertise without eliminating the existing violations of labor safety. Given that the director of the company Chestneyshin V.A. and Korolev N.V. are on two different criminal cases of giving bribes, including to officials, one can only guess about the motives for showing the favor of Panov A.A. to TopProm.
