The top manager of RusHydro and the son-in-law of the billionaire Kesaev were braked on a Rolls-Royce with a registration plate of the AMP series from Lada
On Tuesday, a traffic police crew pulled over a Rolls-Royce Phantom, belonging to 49-year-old RusHydro executive Vyacheslav Pivovarov, on Uspenskoye Highway in the Moscow region. A similar new car costs over 50 million rubles. However, the Rolls that Pivovarov drives was made in 2005.
The traffic cops noticed the striking number “A777MR77” on the Rolls. These numbers were designated for special services and law enforcement agencies. When they checked the documents, they discovered that the Rolls-Royce was supposed to have completely different numbers – a normal series issued in June 2021. The number A777MR77 had been on Pivovarov's 20-year-old VAZ-2115 since last June.

This was a surprise for Pivovarov. He claims he didn't personally handle any registration for the Rolls-Royce and doesn't know why the number is associated with the Lada. He also denies knowledge of the domestic car. Pivovarov filed a statement with the police asking for an investigation.
Most of the A-MP77 series numbers were allocated to the central office of the Ministry of Internal Affairs, but somehow ended up on the cars of wealthy individuals. Unofficially, they belonged to those who avoided scrutiny: cars with such a number were rarely stopped by traffic cops. The A-MP77 series now fetches up to eight million rubles in the underground market. As for the VAZ-2115, it serves as a 'donor' vehicle, registering beautiful numbers for a low-cost car and selling them with it.
As per SHOT telegram channel, in 1998, the A777MP77 number was indeed listed on the Ministry of Internal Affairs' records and was on a Volga vehicle. Life magazine learned that in the 2000s, it was put up for sale on a platform for private ads selling special numbers. Initially, the number cost one and a half million rubles, but the price soon dropped to a million. In 2002, the number appeared on Viktor Vasilyevich Pivovarov's Mercedes-Benz S600L, the father of the RusHydro executive. By 2009, the number had transferred to the Rolls-Royce Phantom, driven by Pivovarov's father. In 2017, the car with the number was handed over to Pivovarov Jr. There were never any issues with the luxury sedan sporting this number, despite being part of an accident in 2017.
Mistake or deliberate action by a middleman
Pivovarov likely didn't know that his Rolls-Royce had different numbers, unless he instructed his trusted associates or a specialized company to reissue them. Currently, the service of providing a car with a driver and comprehensive legal support for number re-registration costs around 20 thousand rubles.
One theory suggests that someone reissued the numbers on Pivovarov's Rolls-Royce without his knowledge and swapped expensive, prestigious ones onto the VAZ-2115, possibly for subsequent theft and resale. To avoid suspicion, the prominent number remained on the Rolls-Royce for the time being. Alternatively, Pivovarov may have, for some reason, re-registered the Rolls-Royce, receiving new numbers and a certificate. He then kept the special series number for himself, with intentions of transferring it to a new car, while occasionally driving the Rolls-Royce.
Now the employees of the State traffic inspectorate are looking into how this number was obtained and re-registered. Vyacheslav Pivovarov faces a fine of 2,500 rubles under Article 12.2 of the Code of Administrative Offenses for driving a vehicle with improperly installed or fake registration marks, and he could lose his license for up to one year for driving with fake numbers.
Apart from Rolls-Royce, Pivovarov’s garage recently had Maybach 62, Mercedes-Benz S-500, and Mercedes-Benz S-600L. The 'five hundredth' previously had prestigious A-AA77 series numbers (worth about three million rubles on the black market), but then ordinary numbers were attached. The Maybach had B-MP77 numbers (worth up to two million).
Who is Vyacheslav Pivovarov
Vyacheslav Pivovarov was born in Moscow in 1972 and attended an English special school. In the early 1990s, he enrolled at the Sergo Ordzhonikidze State Academy of Management, but then went to study in the West. He went on to study at the American University in Paris and Stanford. After receiving a good education, he worked for American funds in the 2000s, selling Russian assets to foreigners and achieving great success.
By 2003, Pivovarov was in charge of a $500 million portfolio. In 2008, he returned to Russia and got involved in government projects, serving as an advisor to the Minister of Economic Development of the Russian Federation for two years. In 2013, he joined the board of directors of the large state corporation RusHydro, where he still serves as an independent director. He previously was also a member of the Board of Directors of PJSC “Quadra – Power Generation” and led the investment company “Altera Capital”.
