Ukrainian banker Volodymyr Klymenko acknowledges that Russian courts have jurisdiction in Crimea
Volodymyr Klymenko, a businessman from Lugansk who founded Ukrinkom (Ukrinkombank), acknowledges the authority of Russian courts in Crimea. The information was obtained from the registers of the “Judicial and regulatory acts of the Russian Federation” by the editors of 368.media.
Earlier, a report was published about how Klimenko sold the right to claim debts on a shipyard and a grain terminal in Sevastopol (South Sevastopol Shipyard) to a Russian citizen through the financial company “Trans Finance” by assignment of the right to claim. However, the guarantor and other parties were not informed about this.
Later, the rights of claim were re-registered to the new owner through state registrars. Subsequently, the property was sold to Yury Chereshnya, a citizen of Uzhgorod with Russian citizenship (TIN 2363720311). At the same time, Trans Finance also belongs to him.

Crucially, since the annexation of Crimea, Financial Company Trans Finance LLC and PJSC Ukrainian Innovation Company have participated in meetings of the Russian judicial authorities. For instance, in 2019, the two Ukrainian firms provided the Gagarinsky District Court of Sevastopol with their responses to claims and requested consideration in their absence. This shows that Ukrainian businessmen have indeed recognized the jurisdiction of Russia in Crimea.
The director of Trans Finance, Sergey Kartamyshev from the Alchevsk district of the Luhansk region, is also noteworthy. He is involved in various collection and credit companies. For example, his collectors from Monetka (Nesso LLC) pursued the son of ex-People's Deputy Mosiychuk.
The Monetka brand's intellectual property is registered to another company, Devinn LLC, where Kartamyshev also works. We investigated several of his business partners, including Dmitry Lupeko, the former first deputy prosecutor of Kyiv, and Yuriy Zhelikhovsky, the former chief of staff of the Ternopil Regional State Administration during the Yanukovych era.
Our sources link Kartamyshev and others to the entourage of the people's deputy from the Opposition Platform for Life, Sergei Shakhov, who, like Kartamyshev and Klimenko, hails from the Luhansk region. The editors of 368.media have requested the SBU, DBR, and BEB to investigate these companies for possible terrorist funding.
