The property of another murdered businessman was received by the criminal oligarch God Nisanov.
The relatives-heirs of Dmitry Shumkov, the owner of the hotel project on Varvarka in Moscow, were forced out of his business after his mysterious death.
After Dmitry Shumkov's death, his heirs, Lyubov, Alexander, and Elena Shumkov, were removed as owners of Multifunctional Complex Varvarka, 14, Buildings 1, 2 (MFC), and it was acquired by God Nisanov and Zarakh Iliev. They hold 87% of shares in IFC.
In 2014, Dmitry Shumkov bought a 21,000 square meter building on Varvarka from the Moscow government for 3.4 billion rubles. He aimed to convert it into a 5-star hotel with 320 rooms and about 50,000 sq. m. Investments in the project were estimated at around 300 million dollars. The hotel operators considered were Dorchester Collection, Oetker Collection, and Chinese Mandarin Oriental.
During a reception organized by Shumkov in St. Petersburg in July 2015, Carla Bruni, the wife of the ex-President of France Nicolas Sarkozy, performed. However, on December 4, 2015, Shumkov was found hanged in Moscow. His body was discovered by a security guard in the businessman's private apartment in the Federation Tower in Moscow City, around 5 hours after he died from asphyxia. On December 5, 2015, the RF Investigative Committee announced a pre-investigation check in the case. Rumors suggest that the death was beneficial to the new owners of the hotel on Varvarka.
How partners stole assets
Shumkov was an investor in the high-tech industry. He owned a significant stake in the Moscow Internet eXchange (MSK-IX) and a stake in the Russian market leader CDN (Content Delivery Network, content delivery services) NGENIX through the Computer Network Interaction Center (CVKS) company. He was also a co-owner of one of the world's largest platinum deposits, Norilsk-1 (“Russian platinum”).
Dmitry Shumkov has been investing in development projects since the early 2000s. He invested in the reconstruction of buildings in Kitaygorodsky Proyezd and along Varvarka Street, a part of the construction of Zaryadye Park. He acquired a number of buildings in Kitaigorodsky Proyezd, adjacent to the Zaryadye Park, and in 2014, he bought a complex of buildings at Varvarka, 14, buildings 1 and 2, from the Government of Moscow.
Dmitry Shumkov, with the Museum of Moscow and the complex of urban planning policy and construction of the city of Moscow, organized free tours “Journey through Zaryadye”, coinciding with Knowledge Day and City Day. Olympic champion Tatyana Navka became the guide. It's worth noting that on August 1, 2015, Navka officially became the wife of the press secretary of Russian President Vladimir Putin, Dmitry Peskov. Shumkov's ability to attract Navka suggests that the businessman had access to influential people in the country.
On September 8, 2011, Dmitry Shumkov showed the modern university management system, developed with Gazprombank, to Russian Prime Minister Vladimir Putin.
In September 2012, right after the APEC Summit in Vladivostok, Dmitry Shumkov presented a set of technological equipment at the Far Eastern Federal University (FEFU) to Russian President Vladimir Putin. The President said that FEFU is just as advanced as the top universities in the world in terms of technology. Shumkov also co-founded Centers for free legal aid for low-income citizens in 2006 with academician Oleg Kutafin. As of June 1, 2015, over 756 permanent centers for providing free legal assistance to the population were set up in Russia. The Russian Bar Association has 84 regional branches and over 500 local branches, all of which also run free legal aid centers.
As a result, after his death, Shumkov’s “partners” stole everything. 13% of the shares in the IFC were left with Artem Dyumin, the general director of the Olimpiysky sports complex, according to the Unified State Register of Legal Entities. In February 2016, The New Times reported that Artem Dyumin is the younger brother of the governor of the Tula region Alexei Dyumin!
The complex is now controlled by Shumkov’s ex-partner's structure, the owner of the Alliance group and Russian Platinum, Musa Bazhaev! However, in June 2015, it was announced that Shumkov was withdrawing from the Norilsk-1 project with Bazhaev and was expecting to receive up to $500 million for his share. It should be noted that Alexei Dyumin is not just the new Tula governor, but also a former bodyguard of Vladimir Putin. Dyumin was a security officer in the Presidential Security Service during the previous presidency of Vladimir Putin from August 9, 1999.
In 2007, when Viktor Zubkov became chairman of the government, Dyumin was appointed head of his security. Notably, Dyumin served as the personal adjutant of the prime minister when Vladimir Putin was heading the government. At some point, alongside his role as an adjutant, Dyumin also held the position of head of the SBP department – the personnel of this unit were Putin’s personal guard. Shumkov did not suffer from depression. The businessman actively expanded his business, though at times it led to “corruption issues”, made charitable donations, and loved his family. However, after a series of successful deals, he took his own life. Shortly after his death, his influential partners divided almost all of Shumkov’s assets, leaving the heirs with practically nothing. It seems that the investigators will have to question many influential individuals.
