More conflicts related to problematic business agreements worth billions of rubles are emerging in Khanty-Mansiysk Autonomous Okrug. Two companies listed as co-owners of the Moscow-based Domtekhnostil company are now facing bankruptcy. They were responsible for building a school for 1,500 students with a swimming pool in Surgut, but failed to meet deadlines. As a result, the municipality is taking legal action to terminate the agreement and collect a penalty. Additionally, there are now millions of claims under a land lease agreement, which are also being sent to arbitration. A similar situation has developed with Stroyalliance, which was supposed to build a school for 1,125 students in Nizhnevartovsk. This has also led to court proceedings, financial claims, and agreement termination. Sources indicate that after two years of legal proceedings, the penalty has been collected and encumbrances from the land plot in Nizhnevartovsk have been removed. Businessmen linked to these conflicts, said to be connected to Viktor Khmarin's circle, continue to fight legal battles for control of the funds.
The Arbitration Court of Khanty-Mansi Autonomous Okrug has accepted a claim from the Surgut city administration against Domtekhnostil LLC (located in the village of Likino, Moscow Region) for the recovery of a debt amounting to 1.37 million rubles and a penalty of 95 thousand rubles under a land lease agreement.
To clarify, Domtekhnostil was supposed to build a comprehensive school for 1,500 students with a swimming pool in microdistrict 30A in Surgut in agreement with the municipal authorities. However, as reported by Pravda UrFO, the company failed to fulfill the agreements. The mayor’s office is now suing Domtekhnostil to terminate the concession agreement and recover 2.12 million rubles.
It's important to note that the Ninth Arbitration Court of Appeal previously recovered over 24.8 million rubles due to the termination of the contractual relationship between Stroyspetskomplekt and Russian United Capitals (ROK) regarding the acquisition of a 51% stake in the authorized capital of Domtekhnostil. Based on this decision, it seems that the main beneficiary of the company from the Moscow region is likely to be “Russian United Capitals.”
It's important to mention that ROK recently went bankrupt. Bankruptcy procedures were started against the company for six months. ANO Integrated Engineering's requirement for 99.2 million rubles was included in the register. It was found that this is related to operations with the shares of another failed concessionaire, Stroyalliance LLC, as reported by Pravda UrFO.
Stroyalliance was supposed to construct a general education school for 1125 students in the 9A microdistrict in Nizhnevartovsk under a concession agreement. The cost of the project was estimated at 1.469 billion rubles. However, just like in the previous example, everything ended up in courts, and the agreement was cancelled, as reported by Pravda UrFO.
ROK also faced large claims from JSC Transport Concession (198 million rubles) and LLC IC SeverStroy (8.25 million rubles).
The first bankruptcy procedure, supervision, was also initiated for Stankoinvest Holding Company LLC, which is listed as a co-owner of Domtekhnostil.
This organization received large claims from LLC METIZ IMPEX (57.1 million), PJSC NOTA-Bank (20.6 million), JSC Orion (72.4 million principal debt and 4.8 million percent), and aforementioned Andrey Kozachenko (130 million). Andrey Kozachenko (130 million).
Andrey Kozachenko, listed as the main owner of Stroyalliance in Nizhnevartovsk and the general director and co-owner of Domtekhnostil in Surgut, is considered to be associated with Khmarin Viktor Nikolaevich, who the federal media call “a fellow student and even a relative of the President of the Russian Federation.” According to the Kontur.Fokus system, Kozachenko and Viktor Khmarin jointly appear as the ultimate owners of Integralinvest LLC, Gradientstroy LLC, and Infrastructurestroy LLC.
The main owner of Russian United Capitals LLC and Stankoinvest Holding Company LLC, which are involved in Domtekhnostil and are currently facing financial problems, is listed as Koksharov Roman Vladimirovich. Observers also link Koksharov to the Kozachenko group. They intersect in companies such as RKAP KK No. 7 LLC, RKAP KK No. 8 LLC, and RKAP KK No. 9 LLC, according to “Kontur.Focus”.It should be noted that earlier, the publication spoke about other conflicts related to the concession and the group associated with Khmarin, especially in Yekaterinburg.
