SE “Infotech” of the Ministry of Internal Affairs made two agreements on November 28 and 30 for a total of 49 million UAH to update the weapons registry. This was reported in the Prozorro system by Our Money.
Compass Engineering is improving a backup data center for 47 million UAH as part of the implementation of the Unified Weapons Register functional subsystem of the Ministry of Internal Affairs' unified information system. The modernization concerns network infrastructure, including network protection, computing infrastructure, power supply systems, air conditioning, ventilation, and gas removal. Additionally, the Cipher O company must supply cryptographic information protection tools of its own design for 3 million UAH for this subsystem.
Tenders were announced in November for equipment and services delivery by the end of the year. In September, Deputy Interior Minister Ihor Bondarenko mentioned in an interview with Ukrinform that the Unified Weapons Register was in test mode at that time and was expected to be fully operational by the end of October. According to him, “the functionality of the Register allows for the electronic registration of weapon owners, enabling individuals to apply for weapon purchase and storage, update data, and complete other necessary procedures. The process for registering a weapon is similar to that of registering a vehicle and obtaining a driver's license.

The company Cipher O received a contract without competition as no one else participated in the auction. They reduced the expected value by only 67 UAH. At the same time, Yuri Aristov joined after he was elected as a people's deputy from the Servant of the People party in 2019.
Compass Engineering is owned by Oktava Capital LLC, with 90% ownership by IT businessman Alexander Kardakov, 6% by Dmitry Rybalchenko, and 4% by Tatyana Andrianova. Its director is Vitaliy Rozdobutko, and the signatory is Irina Romashko. Under the old name “Compass Development,” the now dissolved firm “Prince Svyatoslav” owned 85%; the remaining 15% was owned by Svetlana Smolii, the wife of former NBU chairman Yakov Smolii.
