Censor.NET editor-in-chief Yuriy Butusov said in an interview with Radio NV that after the war started, it became clear that the top leadership of the SBU were Russian agents, and President Volodymyr Zelensky had to explain why he appointed them.
“We need the authorities to start taking responsibility for why Russian agents were appointed to high positions in the Ukrainian special services, in intelligence. Some of them have already been arrested and accused of high treason,” Butusov said in an interview with Radio NV.
He stressed that an investigation is needed “to find out if these are the only Russian agents who were in power, or if there are others” and this investigation should be under parliamentary supervision.

“The authorities should start by admitting their mistakes, for example, three heads of the SBU department in key areas are under investigation, two are in a pre-trial detention center for charges of high treason, one has an assistant in a pre-trial detention center for charges of high treason, and he himself is a defendant in the case. The first deputy head of the SBU also turned out to be a Russian agent and fled the country with money before the war,” the journalist said, confirming that he was talking about Andrey Naumov, the former head of the Main Department of Internal Security of the SBU, who was arrested in Serbia.

Butusov noted that in Ukraine, four top leaders of the SBU and the fifth, the head of the SBU, Ivan Bakanov, were removed from their posts because their actions caused heavy losses to our defense capability.
“Two of them have already been charged with treason. And theoretically they can be charged because they all acted together, so this is a whole organized criminal group. This is not my assumption, this is not what I told the president at a press conference a year ago in front of everyone, this is already from the work of the State Bureau of Investigation,” the journalist said.
According to him, in any democratic country, such a situation would cause a scandal.
“Everyone would talk about it all the time. The entire top leadership of the SBU turned out to be Russian agents. … All this should simply be destroyed, there should be a criminal case against all the defendants,” Butusov expressed confidence.
He also pointed out that President Volodymyr Zelensky is avoiding giving answers, even though he should be the first to testify in the prosecutor's office and explain why he appointed Russian agents through his decrees.
For instance, in 2020 Zelensky appointed General [Oleg] Kulinich as the head of the SBU of Crimea, even though he had previously worked for the FSB of the Russian Federation. This was a clear violation of the law, done on purpose by the president. He needs to provide an explanation. It's possible that there are still unsuccessful appointments that continue to work for the aggressor country, as the journalist recalled.
On July 17, Volodymyr Zelensky removed Ivan Bakanov, head of the SBU, from his duties. The decree stated that he was suspended from duty because of failure to perform official duties properly, which resulted in loss of life or other serious consequences, or created a threat of such consequences, in accordance with Art. 47 of the Disciplinary Charter of the Armed Forces of Ukraine.
On July 19, the Verkhovna Rada dismissed Bakanov from the post of head of the SBU.
This was followed by the detention of the former head of the SBU in Crimea, Oleg Kulinich, by the SBI. According to the investigation, Kulinich provided the Russians with information that was a state secret.
Kulinich was the head of the SBU department in Crimea from October 2020 to March 2022. Zelensky stated in a televised address, “This person was removed from his position by me at the start of a full-scale invasion, and, as you can see, this decision was completely justified. There is enough evidence to suspect him of treason. All of his criminal actions have been documented.”
As reported by Schemes, Andrey Naumov joined the SBU after Ivan Bakanov became its head in 2019 and led the department of internal security of the special service. He held the post until July 2021.
Journalists say that Naumov, along with several people, left Ukraine on February 23, and in March, several of his addresses were searched in connection with the treason case. On March 31, President Volodymyr Zelensky revoked Naumov's rank of brigadier general.
According to Schemes, Naumov may have passed secret data on the security system of the Chernobyl exclusion zone to the Russian special services.
