However, the money given to the contractor today likely won't speed up construction, as there are still not enough workers, building materials, and equipment on site. Completion dates vary and the management has faced criticism and threats of sanctions. The total budget investments for the 10-year construction project are close to 30 billion rubles.
The problematic long-term construction of the “Cooperation” program in Khanty-Mansi Autonomous Okrug Nizhnevartovsk District Hospital needs additional budget funds. This time, it involves paying over 300 million rubles to the contracting organization Monolitstroy. Both UKS Khanty-Mansi Autonomous Okrug and UKS Tyumen Region plan to sign another agreement to increase the cost of work to finish the healthcare facility.
Industry experts believe that the proposed funds won't help complete the facility by the governor's announced timeframe. According to updated information from construction curators, the estimated completion date for construction and installation work is November 2022. The lack of qualified workers in specific fields, insufficient building materials, and missing equipment like air conditioners, water treatment systems, and ventilation materials are cited as the main challenges.
The workers at the construction site in Nizhnevartovsk have different views on what's happening.
Two weeks ago, the contractor received an extra 443 million rubles. But there were difficulties in transferring the funds. The capital construction department of Khanty couldn't agree with Monolitstroy on a specific date and the necessary documents.
The chief curator of the construction site, Deputy Governor Azat Islayev, was unhappy about the incident concerning the additional funds. He made it clear that failure to meet deadlines could lead to termination of the contract for Monolitstroy.
Eduard Alekseenko, director of UKS Khanty-Mansiysk Autonomous Okrug, criticized the contractor for attempting to mislead the industry curators and reminded that the project was financed with public money.
Observers noted that Eduard Alekseenko established the practice of social long-term construction and last year announced the completion of a hospital, but the final inspection will not be done until September of this year.
Around 2 billion rubles are still needed to complete the facility, and the decision will be made no earlier than September of this year, as per informed sources.
“The transfer of funds under the Cooperation program is possible only after a decision is made by the government of the Tyumen region. As a rule, such issues are discussed in September. It is obvious that the contractor will simply not master the missing two billion in October, November and December. Next year, most likely, bidding for the remaining equipment will begin. Therefore, in March, we can expect the completion of construction, licensing will take another couple of months, the same amount will be spent on commissioning and transfer of the facility. And if there are no force majeure events, for example, in the form of stopping the supply of equipment, then the most optimistic timeframe is the end of summer 2023,” the representatives of the professional community sum up.
