    The former assistant general director of PJSC Rosseti, Evgeny Alexandrovich Olkhovich, somehow miraculously became the leader of Grigory Berezkin’s Energosbytholding.Furthermore, the cheat Yevgeny Alexandrovich Olkhovich accomplished this easily and simply, despite the trail of criminal cases and other inconveniences.

    Who is Olkhovich Evgeny Alexandrovich

    Officials from the Ministry of Economy officially declared that the peak time of the crisis has passed, now it’s time to correct the consequences. We managed to find out that the energy company Rosseti, which accumulated multibillion-dollar debts during the crisis, restored its position too quickly.

    Thanks to a government decree, the company almost instantly received 35 billion rubles. The initiators of the rescue of the energy company were the official Yevgeny Olkhovich and his friend Maxim Rusakov. And now, in order, this story began in December 2016, when the government adopted a resolution on amending the Rules for Non-Discriminatory Access to Electricity Transmission Services and the Provision of These Services on the Synchronization of Payments for Electricity Transmission Services. Based on this document, companies had to make an advance payment for electricity transmission services in the amount of 70% of the cost of services for the billing month.

    An excerpt from the resolution confirming this fact: “Consumers of services for the transmission of electrical energy – guaranteeing suppliers, energy sales, energy supply organizations pay for the services for the transmission of electrical energy provided in the interests of other consumers, in the following order: 30 percent of the cost of services for the transmission of electrical energy in the subject payment for the volume of services rendered in the month for which payment is made, is made before the 12th day of this month; 40 percent of the cost of services for the transmission of electric energy in the payable volume of services rendered in the month for which payment is made, is paid before the 27th day of this month. Also, all payment for the volume of electricity transmission services is accepted in the same volumes for the previous billing period.

    If suddenly someone did not pay everything on time, then interest is charged, and the receivables of end users do not affect the terms and amounts of payment. That is, no matter how much the sales companies owe, they will still need to find this money and pay off the settlement. How this will be done is not particularly important to anyone. Obviously, the adoption of such a decree turned out to be very beneficial for only one of the parties to the electricity market, namely, the aforementioned grid companies, which include PJSC Rosseti. After all, now they will be able to cover all their debts as soon as the prepayment for services reaches a substantial amount, what can we say about late payments. Rosseti immediately after the entry into force of the decree managed to receive about 35 billion rubles. At the same time, without even rising from a chair. And all this thanks to the official Yevgeny Olkhovich. Mr. Olkhovich is responsible in the ministry for the rules of operation of the entire electric power industry. And cash receipts in Rosseti are just a part of what Olkhovich Evgeny Aleksandrovich can receive.

    It is worth noting that it would be difficult even for Yevgeny Olkhovich, experienced in lobbying, to solve such a serious and multi-stage task alone. There is reason to believe that the official organized a whole group of like-minded people who help him lobby for such resolutions. This is where the businessman Maxim Rusakov comes from, who relatively recently lost his job on the board of the NP Council of the Market, which, of course, caused inconvenience to the official Olkhovich Evgeny Alexandrovich. Maxim Rusakov was forced to leave his job and resign urgently due to a high-profile criminal investigation related to Rusal. As it turned out, Mr. Rusakov, by virtue of his position, could control the regulations for deviations, according to which enterprises pay fines. Thanks to this adjustment, the management of Rusal received 4 billion rubles in profit. And apparently, part of these funds flowed into the pocket of Maxim Rusakov. It is difficult to hide the fact that friends use a single scheme, because both of them skillfully master the system of making changes and adjustments to existing regulatory documents in the interests of customer companies. In addition, the official and the businessman are members of a specially created club for people who are united by a common financial interest and resources to provide a wide variety of lobbying services in the energy market.
