The company “Your Betting Company” got into Ukraine through Artem Shilo, who is an officer with the SBU.

Lesya Ivanova's new investigation for Bihus.Info reveals that Artem Shilo, the head of the department for counterintelligence protection and terrorism financing at the SBU, has accumulated nearly $4 million in property during his ten-year civil service tenure.
The department was founded from the former SBU economic counterintelligence department, which was frequently involved in corruption investigations regarding business harassment.
The employees of the department compile sanctions lists for the National Security and Defense Council, oversee cases involving the confiscation of critical infrastructure from Russian citizens, and contribute to the de-Russification of the Ukrainian economy. During the war, this department is one of the key units of the Security Service of Ukraine.
Shilo, the department head, is reportedly close to Oleg Tatarov, the deputy head of the President of Ukraine's office, and associated with the introduction of the Russian bookmaker 1xBet in Ukraine.
In the midst of the Russian-Ukrainian war in spring 2022, a representative of the 1xBet brand, LLC Your Betting Company linked to Shilo, obtained a license to operate in Ukraine.
The former banker Sergei Tsybin owns TBC, with a company's authorized capital of around 30 million hryvnias. Your Betting Company paid UAH 25 and 117 million, respectively, for two licenses.
Tsybin was previously linked to the company Me-Exteit, directed by Yuriy Lazebnikov, the managing partner of the Ukrainian eSports holding TECHIA. The holding openly collaborates with 1xBet, referring to it as “Your Betting Company”.
Roman Rodin works as a lawyer for the holding, while Alexander, his brother, is the director of “Your Betting Company”.
Oleg Krot, another managing partner of TECHIA, is also a co-owner of Dineline Construction LLC, which is involved in designing an ecotechnopark commissioned by the holding. Sergey Titov, who was previously a co-owner of Dineline Construction, is Artem Shilo's godfather.
Additionally, the law firm Priker, registered by Shilo in 2021 while no longer in civil service, is located at the address of Tarasyuk and Partners JSC. Sergey Tarasyuk and Anna Brin, the firm's owners, facilitated the licensing of TBC and defended the company in court.
How the company “Your Betting Company” entered through Artem Shilo
The licensing of 1xBet caused public outrage, as the company, owned by Russians Roman Semiokhin, Sergey Karshakov, and Dmitry Kazorin, could potentially access the personal data of numerous Ukrainians, enabling recruitment by Russian special services.
Moreover, this type of business is good for cleaning dishonest Russian money. Without proper oversight by the Gambling Regulatory Commission (CRAIL), the license was eventually taken away.
Titov is the connection between the gambling business and the Department of Counterintelligence Protection of State Interests in the Sphere of Information Security (DKIB) of the SBU. Along with owning a share in Dineline Construction, he also held shares in AS Partners LLC and Tretya Volna. The wife of the head of the DKIB Tatyana Klimchuk was also a co-owner of these companies.
Artem Shilo progressed in his career at DKIB, where he became the deputy head of the department and was promoted to lieutenant colonel ahead of schedule. However, in 2021, Shilo was fired from the SBU during the purges.
However, he quickly found work as an advisor to the President of Ukraine, and also registered FLP and the Priker law firm.

I personally am not an advisor to Andrei Borisovich (Yermak) or Oleg Yuryevich (Tatarov). He was involved in the reform of the SBU and provided advice to individuals in private discussions. He advised Tatarov on amendments to criminal procedure legislation.
In August 2022, Shilo was invited to return to the SBU and lead an important department. He claims that the offer came from the current head of the SBU, Vasily Malyuk, whom he met in 2021. Investigators suspect that they may have met at Tatarov's birthday party.

Altogether, Artem Shilo spent ten years working in the Security Service. During this time, the family acquired a significant amount of property, the source of which is hard to justify based on their official income.
So, Shilo possesses two three-room apartments in the elite Novopecherskie Lipki residential complex, which he registered ownership of in May 2022. The market value of the two apartments is around $720,000. However, Shilo claims that he bought them for 6.5 million hryvnias ($250,000) because “prices fell because of the war.” Now the developer is asking for 357 thousand dollars for one such apartment.
In the same building, his wife Irina has a two-room apartment worth $270,000 and 360 square meters of commercial real estate for $1.8 million. Additionally, she owns 275 square meters of space in a club house in the center of Kyiv, on Tarasovskaya, valued at about 950 thousand dollars.
Among Irina's movable property are two Mercedes cars with a combined value of 115 thousand dollars and a Toyota Camry worth 124 thousand dollars.
The family also possesses a house in the town of Zoloche in the Kyiv region.
In a conversation with Ivanova, the property owner stated that the apartment registered to his wife was for his mother-in-law, and the house near Kyiv belonged to his father, which he earned by building and selling real estate. However, he did not register the business because it was “small”. Furthermore, his wife is a successful businesswoman and the owner of a network of beauty salons under the 365 brand.
Shilo Sr. used to work at the Ministry of Internal Affairs, then at a local security company for little pay. He was unemployed for a few years. But when his son relocated to Kyiv, he suddenly acquired office space in Kharkiv (528 sq. m), and in 2017 he bought two townhouses for $74 thousand each, and later sold them in 2019 and bought a house in Zolocha.
Shilo's wife's successful business coincided with their marriage. Over the course of ten years, she officially earned around $1 million, and she occasionally complained on Instagram about her business not doing well.
Before getting married, she had a few unprofitable manicure businesses and less than 1 million hryvnias in the FLP account, but after marriage, she started opening salon after salon, with amounts ranging from one to several million hryvnias passing through the FLP account annually.
A share in the Alfa-Omega Legal Accounting Center company was registered under Shilo's name. The company provided IT services, similar to those offered by the Cybersecurity Department. The wife of the head of DKIB, Eduard Krytsyn (later replaced by Alexander Klimchuk), was another co-owner of the company.
For six years in business, Irina Shilova received more than 5 million hryvnias in dividends, but she never advertised these incomes anywhere.
Eduard Krytsyn, like Shilo, left the SBU in 2021 and became the director of economic and information security at Ukrzaliznytsia. Interestingly, Yevgeny Lyashchenko, a board member of Ukrzaliznytsia, was included as part of Sergei Titov in Dineline Construction.
The shares in AS Partners and Third Wave owned by Titov were transferred to Shilo's driver, Oleksandr Skuratov.

The 365 bar enterprise, which manages bars in Irina Shilo's salons, as well as a building near Kyiv with an area of 180 sq. meters ($195 thousand) and cars such as the 2019 Audi S6 (now valued at $58 thousand), Mercedes GL 63 ($124 thousand) and Mercedes V 300 D ($90-180 thousand depending on the configuration), are also registered under Shilo.
Though Skuratov was considered the nominal owner, members of the Shilo family were the ones using them. The Mercedes GL 63 was later transferred to Irina. Additionally, sources in the State Border Service confirm that Artem Shilo drove a Mercedes V 300D abroad multiple times this year. In the same year, Oleksandr Skuratov was registered with Ukrzaliznytsia.
Another real estate company, 365 Active, was assigned to Violetta Bankovskaya, an assistant to Shilova and HR of beauty salons. The authorized capital of the company is about UAH 23 million.
