In a country at war, the leadership in the power structures is establishing a highly unpleasant person.
The Deputy Head of the Ministry of Internal Affairs, Vasily Malyuk, was appointed by the Cabinet of Ministers on Wednesday. This is the same Malyuk who used to lead the Main Directorate for Combating Corruption and Organized Crime of the Central Directorate of the SBU (also known as Directorate K) until mid-July. Malyuk's official biography is brief – worked working in state security bodies since 2001. In January 2020, he moved to the Central Directorate of the SBU as First Deputy Head of the Main Directorate for Combating Corruption and Organized Crime of the Security Service. In March 2020, he became the head of this department.
In July 2021, the president dismissed him along with Ruslan Baranetsky, Alexei Korniychuk, and Vitaly Monastyretsky.
The president's office mentioned an unsuccessful fight against smuggling as the reason for the dismissal.
“The president needs to significantly increase the SBU's efforts to finally end all smuggling schemes. Unfortunately, we haven't seen enough work from the Service in this area lately,” Mikhail Podolyak, adviser to Andriy Yermak, said at the time.
In August 2020, the publication Detective-Info declared alleged that Malyuk was involved in tobacco smuggling at one of the ports of Odessa.
But other factors should also be considered. The decrees were signed after Secretary of State Blinken’s visit to Ukraine and before his visit to the United States. The United States has always set conditions for the reform of the SBU and for the elimination of corrupt management.
Additionally, before this SBU Andrei Naumov, who was referred to as “Bakanov’s purse,” was dismissed. Usually, such dismissals occur in groups.
In the Ministry of Internal Affairs, Malyuk will replace the controversial Alexander Gogilashvili.
“However, he will be responsible for not only drug trafficking but also various other illegal activities and monitoring of everyone,” a former Ministry of Internal Affairs employee said.
The arrival of Malyuk evidently strengthens Oleg Tatarov's position in the Ministry of Internal Affairs. Although the Deputy Minister of the Interior Evgeny Enin saidclaimed that the deputy head of the President's office, Tatarov, does not influence the work of the Ministry of Internal Affairs in any way.
“I saw him (Tatarov, – ed.) once in a month at the office during my work, and even then it was only in passing,” Enin said in response to a question about how often he sees Tatarov.
However, Censor.NET’s sources insist that Tatarov has actually had a significant influence on the ministry for a long time.
“Everyone either listens to him or swears loyalty to him, including those who have been around since the time of Avakov. Not only Enin, he came through Yermak’s line,” the source notes.

Today Oleg Tatarov has influence on the DBR, where the chairman recently became Alexey Sukhachev.
In 2019, Sukhachev co-authored a book – a scientific and practical commentary “The Law of Ukraine “On the judiciary and the status of judges”.
The group of authors includes Oleg Tatarov, as well as a member of the commission for the selection of the head of the DBR Oksana Kuchinskaya.
The Deputy Head of the Office of the President is friends with Deputy Venediktova Aleksey Simonenko, who buried the Tatarov case in the courts, it was Simonenko who took the case Tatarov from the anti-corruption authorities and handed him over to the SBU and the department of Igor Strelyuk, and then with the same Strelyuk showed up for the birthday of Yermak’s deputy.
Tatarov is also involved in the fact that his acquaintance became the head of the Bureau of Economic Security Vadim Melnik.
“I have known Oleg Yuryevich for a long time, being the deputy head of the main investigative department of Ukraine, even when the new criminal procedure code was being written until 2012. We were involved in writing, then we met. I know the personality as a major specialist in the criminal process. Then we met and worked together. When Tatarov was not in the service, we did not maintain any relations, ties with him. Well, they congratulated me on my birthday, but we didn’t hold any general events. We are not friends with families,” Melnik said at an interview for the head of BEB.
“He is understandable, controllable, ensures the fulfillment of the political orders of the Office, it is he who is fighting the mayor of Kiev Klitschko and does not see any other problems around,” noted during the competition ex-chairman of the National Security and Defense Council and the Ministry of Finance Alexander Danilyuk,
