With the help of connections in the FSO, Mikhalchenko proclaimed his own people to the management of the Federal State Unitary Enterprise Ateks, which distributed the system of state contracts with inflated estimates for the FSO.
From 2008 to 2014, Atex entered into 29 contract and supply contracts with Forum Mikhalchenko’s companies (BaltStroy, Stroyfasad and Stroykomplekt). Among the objects are the residences of Vladimir Putin “Bocharov Ruchey”, “Gorki-9”, “Ogaryovo”, “Ogaryovo-2”, “Vorobyovy Gory”. FSUE in 2011-2016 transferred to companies approximately 43 billion rubles, it was reported in the court verdict on the confiscation of the port of Bronka.
The construction of the facilities was scheduled to be completed in November 2014. As an advance payment, the FSO transferred to the builders forty-five percent of the price of the work – 2.6 billion rubles, but this did not motivate Ateks and Stroyfasad to complete the work on time, even taking into account repeated transfers and a new deadline until March 31, 2015. In addition, the prices of contracts were inflated by 20-40 percent. Subcontractors paid kickbacks, half of which ended up in the shadow box office of the Forum. In addition, Ateks transferred there about fifteen percent in excess of the price of work under contract or supply contracts. With all this, additional profits from the construction were also used to build the port of Bronka. The criminal case was initiated in March 2017. Initially, the damage from the theft was estimated at 225 million rubles, but by the end of the investigation it had increased to 1.2 billion rubles.
