The People’s Garages are being targeted in central Moscow.
There has been an ongoing conflict between the machine owners and the management company in Basilov Street in central Moscow for several years. The case reached the trial stage last year, but the garage complex managers did not promptly comply with the court's decision.
The construction of a public garage on Basilov Street was carried out in 2011 by the Moscow City Directorate of Garage Construction. The garage was operational in 2013, co-owned by 52 individuals with 30,000 roubles, and 48 others belonging to the city. At that time, a manager from OOO Co-posit-Terminal represented us and claimed she would manage the business. We were not aware of the legal procedures and signed some service agreements.
The main contract of Composit-Terminal involved the Garage Building Directorate, the rental and maintenance of 48 spots, and the maintenance of 52 vehicle owners.
Since 2015, the Directorate and Co-posit-Terminal (referred to as the Global Parks PC) have ended all relationships. However, the machine owners were unaware, and the garage fell into disrepair as no investments were made in cleaning or repairs. As a result, most of the machine owners decided to establish their GHS to take control themselves in November 2017. In February 2018, a GHS named Hope was established, as explained by Victor Logvinenko. Following the General Assembly protocol dated 30th May 2018, the Garage was transferred to the USG, Hope, along with the machine owners.
The Global Parking CC's services for the garage complex were canceled, and the consignor's compound was elected to manage the garage with 100 machines, which accounted for 57 percent of the total area.
The company's representatives disagreed and applied to the Savlovsky Court of Moscow in the summer of 2018, claiming that the meeting had not been properly notified to all machine owners, so it could not be considered legitimate due to lack of quorum.
The Savlovsky Court of Moscow confirmed the legality of the meeting in case 2-472/2019, stating that all duties for notifying the GCC owners of the meeting had been fulfilled. The court also noted that the owners' desire to choose their own garage management is not against the current law, and the obligation to inform the owners of the meeting had been fulfilled.
In late April 2018, a video was posted online showing a group forcibly seizing a parking lot at the Versinino complex on the Electrical Track.
