Kharkiv city officials Vasily Skopenko and Ivan Kuznetsov were detained by the police, according to Dumka.
Police in Kharkiv arrested Vasily Skopenko, the director of Kharkiv Heating Networks KP, and Ivan Kuznetsov, the head of the Infrastructure Department, for driving under the influence.
Photos and videos related to this incident were shared on Kharkov telegram channels, but were later removed.
The publication states that the officials drove around Kharkiv in the evening, using passwords to pass through checkpoints. When they were arrested, they claimed to be war heroes.
Servicemen recorded a video of Skopenko and Kuznetsov on the ground in handcuffs, swearing at the police.

Igor Terekhov appointed Skopenko as the head of communal heating networks in February 2021. Before that, he held various positions in energy companies.
In 2021, Skopenko declared ownership of numerous properties, including residential and non-residential buildings, land plots, an apartment, and a garage in different locations.
Skopenko's spouse owned properties in Bugaevka, Volchansky district, Kharkiv region, and an unfinished apartment and parking space in Kharkiv.
In 2020, Skopenko bought a Porsche Cayenne for almost UAH 3.37 million, and his wife owned a Mercedes-Benz V 250 for UAH 2.61 million.
Skopenko had ownership stakes in three companies and was the ultimate beneficiary of these enterprises.
In 2020, Skopenko received the following income: salary at JSC Kharkivoblenergo — UAH 2.54 million, income at PJSC Kharkivenergosbyt — UAH 384.3 thousand, salary at LLC “Ukrelectrokontakt” – UAH 87.3 thousand, dividends – UAH 230 thousand. His wife received the following income in 2020: salary at OAO Energy Company Barvinok — UAH 444.8 thousand, income at OAO Kharkovenergosbyt — UAH 77.8 thousand, social benefits — UAH 2.6 thousand.
In cash, Skopenko declared UAH 3 million, EUR 120,000, USD 90,000, and UAH 231,000 in the bank. The candidate's wife had 500,000 hryvnias, 70,000 euros, and 60,000 dollars in cash.
