Draft laws on mineral resources before voting in the Verkhovna Rada are being approved by Deputy Head of the Office of the President Rostislav Shurma.
Oleg Bondarenko, head of the Committee on Environmental Policy and Nature Management of the Verkhovna Rada, spoke about this in an interview with Nadra.info, Our Money writes.
“Currently, all decisions in BP are made in the following way. No decision will go further if there is no agreement on this decision by three parties: the relevant ministry, the relevant committee and the relevant deputy chairman of the GRO. If there is such an agreement and there is a vision that this draft law can and should go ahead, it passes quickly enough.”
Answering a clarifying question about the official who coordinates the initiative [regarding subsoil use] on the part of the OPU, Oleg Bondarenko answered :
“Rostislav Shurma. He is a specialized deputy in all economic sectors.
In particular, draft law No. 4187 “On Amendments to Certain Legislative Acts of Ukraine on the Improvement of Legislation in the Sphere of Subsoil Use” passed such approval. The Verkhovna Rada adopted it in the second reading on December 1, 2022.

This document, in particular, provides that state revenues from the use of subsoil can be included in the basis economic passport of a Ukrainian.
True, according to Bondarenko, the idea of introducing an economic passport was postponed indefinitely:
“I will say frankly that the presence of different iterations of bills on the economic passport of a Ukrainian caused a delay in the consideration of 4187. Because we understand that if we really introduce a full-fledged economic passport, then 4187 should take this into account. By agreement with all parts of the legislative process, it was decided to postpone work on the introduction of an economic passport for the time being. Yes, the idea itself is quite progressive, but it needs to be worked out. I personally had a lot of comments on it regarding how it should be implemented, would it not be an unnecessary burden on subsoil use or the budget? … Therefore, in 4187 there is only a mention that income from subsoil use can be included in the basis of an economic passport. But how it will happen will be decided by another law,” the head of the environmental committee said on the eve of the vote in parliament.
Recall that Rostislav Shurma was a member of the Party of Regions under Yanukovych, worked as the director of Zaporizhstal Rinat Akhmetov. In 2019, he ran for the Verkhovna Rada under the sixth number on the Opposition Bloc list along with Yevgeny Muraev, Oleksandr Vilkul, Gennady Kernes and Gennady Trukhanov. However, later he found a common language with the team of Vladimir Zelensky. In the spring of 2021, Rostyslav Shurma joined the supervisory board of the state-owned Ukroboronprom, and soon became Andriy Yermak’s deputy specifically for energy and industry.
In April 2022, Ruslan Strelets was appointed Minister of Environmental Protection and Natural Resources, and .about. minister since November 2021. Prior to joining the ministry in 2019, he worked in Dnipro for many years, in particular, he headed the Department of Ecology and Natural Resources of the Dnipropetrovsk Regional State Administration during the governorship of Valentin Reznichenko.
