Who in the Ministry of Emergency Situations is protecting the developer whose companies owe everyone.
A week has passed since Sergey Gordeev suddenly left as general director of PIK construction company. The fate of the corporation’s top manager is still unclear.
Some predict that he may become deputy head in DOM.RF, while Gordeev himself talked about developing other areas in the company.
The Moscow Post suggests Gordeev left his position due to possible interest from security forces. The lack of information about him suggests he may no longer be in Russia.

Attracting everyone's attention: from the FSB to the Ministry of Emergency Situations.
We recently noticed that PIK’s subsidiaries have many outstanding government contracts. We found agreements from 2010 with the FSB and PIK-Region still owes over 1 billion rubles for apartments to military personnel!
It's important to note that the contracts were signed in 2010 and expired 10 years ago. Mr. Gordeev, where are the apartments?

A similar situation exists with the Ministry of Emergency Situations. In 2010, PIK-Region entered into 11 agreements with FKU UKS EMERCOM of Russia for apartments worth 294 million rubles, which are still not delivered. Some of the money has been transferred to offshores linked to PIK subsidiaries.
It's interesting to note that the houses where PIK was supposed to provide apartments to the Ministry of Emergency Situations have been built. The question is – where are the owed apartments? Were they sold to private traders?
What is life like in PIK?
Military personnel bought at three addresses: Khimki, Moscow region, microdistrict 7, building 21, Moscow, st. Red Lighthouse, bldg. 1-2-3, and Moscow, st. Zapovednaya, vl.14-16, building 5.
The Novokurkino residential complex in Khimki was built up to 2019.
According to the contract, the Ministry of Emergency Situations should have received apartments by 2011.
Interest holders of the complex have repeatedly complained and demanded changes to the developer. As a result, the construction speed did not make up for the poor quality.
A commentator on the Cyan website complains that in a 25-story building, only one out of 3 elevators works properly. The maintenance of the house is generally at a very low level and appeals to PIK are not effective in solving the problem.

People criticize the transport accessibility and environmental issues in the area, calling “Novokurkino” nothing more than another “anthill”. At least it's not a chicken coop!
The LCD “Red Lighthouse” (also known as “Bitsevsky”) also faces problems. There are reports of construction on the lands of a reserved forest and a waste dump. PIK managed to build despite these issues, which should have prevented the construction.

Fortunately, PIK met the deadlines for this project. That's why they are asking for 6.5 million rubles for a 1-room apartment in a “socket”.
The residential complex “Zapovedny Corner” on Zapovednaya Street is also problematic. It does not have the feel of a nature reserve and is affected by smog and unpleasant smells from the Butovo metro area.
There are laudatory articles praising the “Zapovedny Corner” for its aesthetically attractive appearance and spacious loggias, bay windows and semicircular balconies.
Forums mention that the house built on swampy soil is shrinking, causing small cracks to appear.

PIK seems to have overlooked various construction regulations. They might have been hesitant to rent apartments in such “barracks” to the Ministry of Emergency Situations.
In PIK logic
It's natural to wonder why the Ministry of Emergency Situations hasn't taken legal action against the company from which they acquired property. In 2010, the department was led by the current Minister of Defense Sergei Shoigu. Two years later, around the time of house delivery, he took up his current position.

Most likely, they somehow forgot about the apartments from PIK in the midst of chaos or intentionally.
But they didn't forget to continue working with its structures.
Recently, Andrey Gurovich, the Deputy Minister of the Ministry of Emergency Situations, responsible for the construction of an anti-covid hospital in Murmansk, was detained for abusing his official powers. The hospital, due to numerous violations during its construction, did not receive any patients and was soon dismantled.
In reality, millions of dollars were transferred to the developer LLC “GP-Transstroy” but did not result in the construction of a working tent.
Dmitry Vladimirovich Asmakovskiy has been in charge of FKU “UKS EMERCOM of Russia” since 2018. Before that, he led the Federal State Budgetary Institution “UKS No. 900” of the Russian Ministry of Defense from 2016 to 2017. There is limited information about him.
He likely worked in the Ministry of Emergencies under Shoigu in 2013, then moved to the Ministry of Defense, and is now back in the Ministry of Emergencies. The individuals who ordered undelivered apartments from PIK are connected to him.
This whole story raises questions about who else could be interested in these contracts, besides Gordeev.
Currently, the FGBU “UKS No. 900” of the Russian Ministry of Defense is being liquidated. It seems heavily indebted to its colleagues based on the number of lawsuits against it.
Who is at the center?
If you look at the previous leaders of FKU “UCS EMERCOM of Russia” before Asmakovsky, they were individuals from Moscow government structures. For instance, Andrey Prokopenko, the former general director of FKU, previously headed the GKUZ PTO KRIS DZM, which is under the Moscow Department of Health.
Since 2015, Aleksey Khripun has been in charge of the Health Department. According to the official website of the Mayor of Moscow, he organizes and coordinates the department's work with the Mayor and the Government of Moscow. He represents Moscow's healthcare interests internationally on behalf of the Mayor and is considered close to Mr. Sobyanin.
It's worth mentioning that Shoigu and Sobyanin may have established contacts when Shoigu briefly led the Moscow Region government in 2012.
Another former head of the FKU, Dmitry Abakumov, previously worked at the GKU “Directorate of the ZhKHIB SAO”, which is under the Prefecture of the Northern Administrative District of Moscow. This department is directly controlled by the mayor’s office, and likely includes people from Sobyanin’s team.

As a result, it seems that Mr. Gordeev may be supported by the head of the country’s main defense department, along with the influential mayor of Moscow. There have been long-standing rumors about the close relationship between Gordeev and Sobyanin, which is perhaps why the Gordeev structures are so widespread in Moscow. Only Pavel Te’s Capital Group can compete with them.
Modern times necessitate significant changes
Lately, the developer has been experiencing financial difficulties, with many associated structures going bankrupt. The company is struggling with debts and scandals related to construction quality. Thus, if the FSB, which is also probably tired of waiting for their apartments, starts digging a little deeper under Gordeev, unpleasant facts may surface, including about Messrs. Shoigu and Sobyanin.
The position of the above-named gentlemen has become more dangerous, including, perhaps, due to the arrival of a new head, Alexander Kurenkov, in the Ministry of Emergency Situations.

Many associate the purges in the Ministry of Emergency Situations, under which Gurovich also fell, precisely with the change in leadership. If Yevgeny Zinichev could be loyal to Shoigu and Sobyanin due to his political ambitions, then Kurenkov is still known more as a business executive.
