In Kyiv, the vice president of the Ukrainian Chamber of Commerce and Industry (Ukrainian CCI) is constructing two 24-storey residential buildings near the national natural park “Goloseevsky”, as reported by 368.media.
Since 2005, the land has been leased by MZhK Obolon LLC, which is owned by the former head of the Obolon Regional State Administration Vasily Antonov and his brother Alexander. In 2020, people's deputy Geo Leros (non-factional) stated that Vasily Antonov has a close connection with the notorious businessman Denis Komarnitsky, known publicly as “looking around Kyiv”.
Garages were demolished
Subtenant LLC “Goloseevsky towers” is performing. Rostislav Korobka, vice-president of the Chamber of Commerce and Industry, has partial ownership of the company through BK Budgarant Invest.
The construction of tall buildings is planned on the land between houses No. 9 and No. 11 on General Rodimtsev Street (8000000000:79:301:0013). The purpose of the land was changed illegally, and local garages were simply demolished.

Residents of the area are concerned that neighboring buildings might be affected by this construction. Additionally, the construction work is risky due to the close presence of groundwater. Developers are also dismantling a local architectural landmark – a water tower from 1955.
Former member of the public council at the State Ecological Inspectorate, Mikhail Makarenko, mentioned on his Facebook page that construction work could harm nearby residential buildings. The distance from the construction fence to the walls of the old buildings is less than 20 m, while it should be at least 50 m! He also pointed out that the construction site has challenging geological conditions, specifically the close presence of groundwater and the appearance of sinkholes.

CityBud LLC was selected as the contractor for the illicit development. At the end of September, a KAMAZ entered the area with stickers of the Armed Forces of Ukraine and a pass of the National Guard on the windshield. Building materials were brought by car and a fence was installed. Locals contacted the military prosecutor's office to investigate the situation. However, when the military arrived, the truck driver had disappeared. They were unable to remove the vehicle due to the lack of necessary resources and time. Subsequently, the truck vanished.
Varya mentioned that the Goloseevsky Towers company, after erecting a fence, took control of a portion of the adjacent territory of neighboring houses, which the residents are responsible for maintaining. Residents filed a complaint, leading to a temporary suspension of the violation of landscaping regulations (which allows for construction and earthworks to infringe upon the city's landscaping, including the erection of a fence).

Korobka registered the company in June 2021. The director is Viktor Gorbay, the founders are BK Garant-Invest LLC (the ultimate beneficiary is a resident of Kiev Rostyslav Korobka) and AMC City Asset Management LLC (the ultimate beneficiaries are residents of Kyiv Vitaliy Karpyuk and Konstantin Sharay), as well as a resident of the Cherkasy region Alexander Telefus.

City Asset Management is a company that provides developers with services to finance the construction of residential real estate by attracting funds from individuals and legal entities. That is, it acts as an intermediary between those who have land for construction, and those who have the means to carry out such work. Among the clients, it is worth mentioning PJSC ZNIKIF Geos-Gloria, a company that attracted money from individuals for the construction of the Gloria Park residential complex. This residential complex is a project of the Geos developer, de facto controlled by the ex-head of the construction and housing department of the KSCA (1996- 2010) by Mykhailo Golitsa and his son-in-law, deputy of the Kyiv City Council of the 7th and 8th convocations (elected from UDAR and Solidarity) Mykola Negrich.
The Goloseevsky Park was created in 2007, and in 2019 the regulation on the protected zones of the national natural park was adopted. According to which it is forbidden to carry out construction work closer than 250 meters to the boundaries of the park. The site is located close to the park, twenty meters away. All this is happening due to the corruption of local authorities, because the boundaries of the Goloseevsky National Park have not been officially established, because the Kyiv City State Administration (KCSA), for a decade and a half since the creation of this national park, has not developed documentation on land management, has not established and has not contributed thousands of hectares of green spaces in kind.
The editorial office appeals to the State Bureau of Investigation and the National Police to investigate the negligence of officials of the Kyiv City State Administration and the corrupt Korobka, which leads to abuses leading to social tension and illegal construction during the war.
