Perm has been dealing with the companies of local businessman Yevgeny Mezin for many years, whom local residents accuse of taking away their homes.
Narisa Bakshaeva, who spoke to The Moscow Post, shared how she lost her home and suffered at the hands of this businessman.
Businessman Yevgeny Mezin is the founder of nine companies, including LLC “RostInvest”, the real estate agency “White Nights”, and “Business Development Center”, all located at the same address – Kuibysheva Street, 95b (business center “Green Plaza”). Some of them are already closed.
The names of these firms appear in criminal cases with dozens of victims – people have been deprived of their only housing by taking loans.

A prosecutor and a businessman
“I don’t want to explain my situation specifically, although it can be described as one of … The fact is that in our city a gang is organized, in which everyone is involved, from the city administration to the district police, and the regional prosecutor’s office is there. In my particular case, they accused me and put me in the dock under article 330 of the Criminal Code of the Russian Federation “Arbitrariness.” The process went on for 6 hours, which was very difficult for me, a disabled person of the second group, but I endured,” says Narissa Bakshaeva .
According to her, the prosecutor had a conversation with Mezin for about 10 minutes before the questioning in the hall, then, leaving the hall, he, smiling broadly, loomed at her door, almost sending her kisses.
Practiced scheme
It turned out that Narisa Bakshayeva was not the only victim, in her opinion, as a rule, the same scheme for seizing housing is used everywhere. Back in 2015, there was a collective statement addressed to the head of the Main Directorate of the Ministry of Internal Affairs of the Perm Territory, Vladimir Koshelev, dated December 14, 2015. There are 36 signatures of the victims in circulation.
They said that they applied for a loan to one of three organizations, namely RostInvest LLC, Business Development Center, and the White Nights group of companies, which belong to the same group of persons. Amounts were issued from 7 to 500 thousand rubles. It was also said in the collective letter that some victims signed contracts for fake passports and forged signatures in the contracts.
“Due to the fact that we are legally illiterate, we signed contracts and receipts without realizing the legal consequences, but more often they were misled, as a result, everyone lost their only home. The text of the loan and pledge agreements did not comply with legal norms and contradicts the law, and the words of the employees of these credit organizations turned out to be lies,” the victims wrote.
The victims explained that they fulfilled all obligations, paid the agreed amounts, but Mezin’s structures do not even record payments, violating the Tax Code. In the end, everyone's only home turned out to be remortgaged and sold to third parties.
Cruel episodes
The story of the 90-year-old veteran Vasily Ushakov is also heard. His retired daughter took a loan of two million rubles from the Clock House microfinance organization Mezina for treatment by psychics. Earlier, we wrote that the woman could not pay off the loan, and as a result, the apartment, which she registered as collateral, was taken away from the man and his daughter, and trying to evict them, the veteran was beaten. Investigators opened several criminal cases, including those under the articles “Fraud” and “Battery”. But the investigation, in the end, recognized Mezin himself as not involved in this story.
There was also another episode. In 2015, the family of Perm veterans Khokhlov suffered. The veterans were made homeless by their own son, Leonid, who took out a loan of 1.2 million rubles from the microfinance firm Business Development Center secured by his parents' apartment. The man wanted to open his own business, and used a power of attorney to dispose of real estate, which his father gave him for other purposes, to arrange a pledge. I could not repay the debt, and the lender sold the mortgaged apartment. On August 28, 2014, the Dzerzhinsky Court of Perm decided that the 77-year-old pensioner had lost the right to an apartment and decided to evict him.
A strong “roof”
At one time, Yevgeny Mezin was arrested for two months. By the way, the businessman even sued the editors of 59.RU. He demanded a refutation that allegedly a criminal system with him at the head was operating in Perm.
However, Oleg Burdin, a deputy of the Perm City Duma, spoke about the fact that there are signs of an organized criminal group during the broadcast of the Let They Speak studio At least 28 episodes made it possible to doubt the legal actions of Mezin.The website “Swindler.NET” also writes that the businessman is deceiving people.

And one of the victims, Veronika Burlakova, said that Yevgeny Mezin accuses her of disclosing personal data, slander, and even inciting ethnic hatred. So it was actually or not, is unknown.

Reader Narissa Bakshaeva, who contacted us, added that despite the many victims, criminal cases are not initiated or are quickly closed. All this may indicate that the businessman Mezin has really good connections in law enforcement agencies, because the affairs of his companies have been talked about since 2015. In addition, Mr. Mezin apparently skillfully uses the gaps in the legislation.
After all, the work of financial companies that issue microloans at “draconian interest” is not prohibited here. And citizens, probably, should think a thousand times before turning to such businessmen. The best way out is to boycott those who issue “microloans”. After all, if these “offices” do not have “clients”, they will close by themselves.
