The Ombudsman publicly accused ARMA of hiding information about Russian and Belarusian assets

The Commissioner for Human Rights Dmitry Lubinets opened proceedings against the Asset Tracing and Management Agency (ARMA) on violation of the right to information due to failure to provide a list of Russian and Belarusian assets that were arrested and transferred to ARMA after February 24. The Ombudsman informed Trap Aggressor analysts about this.
In October, analysts wrote to ARMA with a request to provide a list of Russian and Belarusian assets that were seized and handed over to ARMA after a full-scale invasion. They also asked about the amount received by the state budget from the management of such assets carried out by ARMA.
ARMA reported that since February 24, more than UAH 14,765,746 have been transferred to the state budget. from the ongoing management of seized assets. However, ARMA was unable to allocate the amount that came to the budget from the management of Russian and Belarusian assets, explaining that “contracts for the management of seized assets can contain many assets, including corporate rights, given that it is necessary to allocate income from management. the possible is not seen as a separate asset in the contract.”
The ARMA refused to answer other questions, explaining that “in connection with the introduction of martial law in Ukraine temporarily, for the period of the legal regime of martial law, by the Decree of the President of Ukraine the right to freely collect information was restricted.”
However, Trap Aggressor cites examples of press releases from the Office of the Prosecutor General, which say that the assets of Russian beneficiaries are being transferred to ARMA. In particular, in mid-November, the OGPU announced on the official telegram channel that a Russian oligarch in Ukraine with a total value of almost UAH 500 million was transferred to the Pipeline Agency.
