Oleksiy Chalyy
According to the NV website, a business associated with the former mayor of Sevastopol, Oleksiy Chalyy, has been receiving money from PrivatBank through a Ukrainian court.
The NV Business has found from the court decision register that a company called Tavrida Electric Ukraine LLC has been suing PrivatBank to get back money from contracts signed in Crimea before Russia took control of the area in 2014.
However, as NV Business discovered, Tavrida Electric Ukraine has one of its founders, Oleh Ihorevych Chervinskyy, who is also a co-founder of the Russian company Inko LLC (Moscow) alongside Mikhail Chalyy, Aleksey Chalyy’s brother. The latter is currently under personal sanctions from the National Security and Defence Council of Ukraine, the EU, and Canada.
Oleksiy Chalyy, who declared himself the “people’s mayor” of Sevastopol in 2014, was part of the “Russian Spring” movement and supported the Russian Federation.
According to publicly available sources, Oleksiy Chalyy oversees a group of companies called Tavrida, which have similar names and are registered in Ukraine, the Russian Federation, and Switzerland. Chalyi continued managing Tavrida companies directly or indirectly through close friends and associates, even after Russia took control of the Crimean peninsula.
The State Financial Monitoring Service of Ukraine reported that Tavrida Electric Ukraine used a total of UAH 50.7 million from its financial transactions between 08.01.2014 and 26.03.2018 to launder proceeds of crime.
After the full-scale war in Ukraine began, two court cases in July and September 2022 concluded with decisions in favor of Tavrida Electric Ukraine, awarding a total of $1.3m from Privatbank.
Besides, today, other court disputes between the state bank and the company with the total amount of UAH 21mn are still on-going. Forbes highlights that Chalyy attempted to sell vacuum circuit breakers with Chervinskyy in Moscow in 1990, which earned him his first million. A publication on zampolit.com from 28th September 2015 states that Oleksiy Chaly is the founder and de facto owner of Tavrida Electrica, one of the world’s largest manufacturers of vacuum switching equipment.
