The Oleksandrivska Clinical Hospital in Kyiv has ordered UAH 38.5 million for continued reconstruction of the reception room, other departments, landscaping, and anti-landslide measures. This hospital has already used over UAH 100 million from the budget in the past four years. Agranbud LLC, based in the capital, was awarded the contract and has previously received contracts for repair work. Before Agranstroy, Nidkom LLC, associated with the First Deputy Chairman of the Kyiv City State Administration, was responsible for the reconstruction.
According to the ProZorro electronic system announcement on November 17, 2022, the Oleksandrivska Clinical Hospital of Kyiv concluded a contract with Agranbud LLC for the reconstruction of the admissions department, unspecified specialized departments on the seventh floor of Alexandrovskaya clinical hospital, landscaping, and anti-landslide work on the street. The contract was worth 38.5 million hryvnia.
According to the contract, the contractor, by December 21, 2022, must perform electrical work, work on the arrangement of water supply, sewerage, heating, ventilation, communications, video surveillance, control access, radio, medical gas supply, security, fire and ward alarms.
Agranbud LLC won the tender despite better offers from Ukrspetsstroy LLC and BK KBR LLC. Ukrspetsstroy LLC did not provide 8 required documents, including the tender price calculation, draft contract, and charter. BK KBR LLC failed to present a calculation of overhead and administrative costs for the reconstruction.
ProZorro indicates that four contracts totaling 140.05 million hryvnia (including the latest one) were signed for the reconstruction of the admissions department, specialized departments of the Alexander Hospital, landscaping, and anti-landslide work. An additional 18.52 million hryvnia was spent on design work, consulting services, technical, and designer supervision.
The first contract for reconstruction work was signed by the Oleksandrivska Clinical Hospital of Kyiv in October 2019 with BK Anta LLC. The initial price was UAH 60.2 million but was later reduced due to a decrease in the scope of work, and the contractor was paid UAH 58.71 million. Anta BK Company was responsible for general construction, electrical installation work, and installation of various systems.
The second contract worth UAH 36.04 million (payment under the contract — UAH 35.77 million) was signed with Nidkom LLC in June 2020. The contractor was tasked with replacing windows and doors, renovating interior walls and ceilings, laying cables, and installing various systems and equipment. Another contract worth almost UAH 6.8 million was signed on December 29, 2020, for additional work, including ventilation and air conditioning for specific departments.
According to the Youcontrol analytical system, Agranbud LLC was established in 2018 in Kyiv. The founder, ultimate beneficiary and leader is Vladimir Shkurenko, registered in the village of Petropavlovka, Luhansk region.
According to the Clarity Project, Agranbud LLC made 27 contracts for UAH 169.83 million through public procurement. The company received contracts worth 157.88 million hryvnias from the KNP Oleksandrivska Clinical Hospital of Kyiv. Additionally, the hospital ordered current repair work from Agranstroy for building No. 7, repair work for rooms 1 and 2 of building No. 4 in 2021, restoration of building No. 3 in 2019, and overhaul of building No. 7 in 2018.
Law enforcement agencies became interested in two contracts for repair work in building No. 7 that Agranstroy LLC completed for 23.5 million hryvnias. On March 7, 2019, the Kyiv City Prosecutor's Office No. 5 initiated criminal proceedings (No. 42019101050000063) on suspicion of misappropriation, embezzlement or taking possession of other people's property. Agranbud LLC allegedly hired subcontractors with signs of “fictitiousness” for construction and installation work.
BK Anta LLC was established in 2018 in Kyiv. Sergey Novozhen is the founder and head and is registered at the place of registration of BK Anta LLC in a capital apartment on Tupolev street.
Based on their participation in public procurement, BK Anta LLC sealed 34 contracts amounting to UAH 356.44 million. The primary customer is the metropolitan enterprise “Engineering Center”, which awarded the company 15 contracts worth 218.43 million hryvnias.
Sergey Novozhen is also a co-founder (99.9%) of Goodberry LLC, which specializes in cultivating vegetables, melons, root crops and tubers. Previously, Goodberry LLC shared a phone number (+380674070271) with Agranbud LLC. Furthermore, the ultimate beneficiary of Agranbud LLC was Ivan Shevchenko until March 2020.
BK Anta LLC and Agranbud LLC are involved in joint criminal proceedings No. 42020100000000188, which has been under investigation by Shevchenkovsky UE GUNP in Kyiv since May 2020. The investigation concerns the suspicion of embezzlement of budget funds by officials of the Engineering Center KP. Law enforcement officers discovered that between 2018-2020, this utility company of the Kyiv City State Administration (KSCA) entered into contracts with various companies, including LLC Agranstroy and LLC BK Anta, for construction and repair work funded by the local budget. However, the work was of poor quality, and in some cases, not carried out at all.
Nidkom LLC was established in 2017 in Kyiv and is currently registered in Boryspil. The authorized capital is UAH 430,000, and the main activity is the construction of residential and non-residential premises. The founders are Alexander Shishkin (66%) and Leonid Dorosh (34%), with Maxim Lazarenko serving as the director.
Leonid Dorosh also co-owns Armabud LTD Company LLC, Wooden House LLC, and Sapsan Rest LLC. It's important to note that one of Leonid Dorosh's business partners in Sarsan Rest LLC is Alexander Chunyak. A person with the same full name is an assistant to the deputy of the Verkhovna Rada Oleg Seminsky (Servant of the People faction).
Until the end of 2019, Aleksandra Rynk was among the co-founders of Nidkom LLC. According to the former adviser to the mayor of the capital, Maxim Bakhmatov, at that time she was a journalist and the bride of the son of the first deputy chairman of the Kyiv City State Administration Nikolai Povoroznik – Yuri. Since the beginning of 2020, Alexandra Rynk left Nidkom. Bakhmatov noted that this happened after her marriage to Yuri Povoroznik, whose last name she took. Shortly after Bakhmatov published this information, Nikolai Povoroznik announced that he was suing him for spreading false information. Povoroznyk also stated that he had demanded a thorough and impartial verification of the information about his family members from the National Anti-Corruption Bureau of Ukraine (NABU). In early August of this year, Maxim Bakhmatov announced that there had been no lawsuit from Nikolai Povoroznik or his representatives filed in court.
LLC “Nidcom” started winning public procurements in May 2019. Since then, the company has been awarded 44 contracts worth UAH 731.19 million. The main clients are medical institutions in the capital. Specifically, 7 contracts worth UAH 256.33 million were signed with Kyiv City Clinical Hospital No. 1, 4 contracts with Kyiv City Clinical Hospital No. 7 for UAH 105.80 million, and Oleksandrivska Clinical Hospital – 3 contracts for UAH 64.68 million. The hospital is led by Lyudmila Antonenko.
In March 2022, Alexandra Dvoretskaya, founder of the Action human rights center, stated that Lyudmila Antonenko prevents hospital staff from accepting humanitarian assistance without her approval and through the Vadim Stolar Foundation, a member of the Verkhovna Rada from the banned HLE and also her cousin. In September of this year, Kyiv blogger Oleksandr Baraboshko clarified that Lyudmyla Antonenko forbids workers from receiving humanitarian aid from volunteers, except from the Vadim Stolar Foundation, which, by the way, was outside Ukraine during the war.
Oleksandrivska Clinical Hospital in Kyiv is under the supervision of the Health Department of the Kyiv City State Administration, led by Valentina Ginzburg since October 2017 (in the center of the collage). The department's activities are overseen by the Deputy Head of the KSCA Anna Starostenko (on the right side of the collage).
From December 21, 2017, to December 31, 2020, the Health Department of the KSCA was managed and supervised, and then until February 10, 2022, only coordinated by the First Deputy Chairman of the Kyiv City State Administration Mykola Povoroznik (on the left side of the collage).
Earlier, KV reported that in April 2020, Nikolai Povoroznik got into a corruption scandal and on April 18, 2020, he was removed from his duties in connection with the investigation of the case of taking a bribe. According to the investigation, through an intermediary, Nikolai Povoroznik demanded an unlawful benefit in the amount of 125,000 US dollars from a representative of the developer company, for which he allegedly promised to influence the decision to agree on urban development conditions and restrictions on design (MUO).
In September 2020, journalist and blogger Alexander Zubchenko said that the situation with the criminal case, which Nikolai Povoroznik allegedly refers to, is being used by the “watching” Denis Komarnitsky to “keep him on the hook.”
March 7, 2021 on his Facebook page, Nikolai Povoroznik suddenly announced that the pre-trial investigation of the bribery case, with which his name was associated, had been completed and submitted to the court. At the same time, neither he nor any other of the KSCA employees are parties or participants in this criminal proceedings.
