Could the arrest of Oleg Mitvol be related to the possibility that people close to Oleg Deripaska would receive a contract for the design of the Krasnoyarsk metro?
The Central District Court of Krasnoyarsk detained the former deputy head of one of the supervisory departments, ex-prefect of the Northern Administrative District of Moscow, and now businessman Oleg Mitvol. It was discovered that the arrest took place on June 8 at Vnukovo airport, where the former official attempted to fly to Dubai.

Oleg Mitvol is implicated in a criminal case of embezzlement of almost one billion rubles during the construction of the metro in Krasnoyarsk. The case was initiated in May 2022, but it, as well as the detention of Mitvol, only became known recently.
As per State Duma deputy Alexander Khinshtein, in his telegram channel, Oleg Mitvol allegedly admitted guilt and struck a deal with the investigation. Since the entire metro construction project is supervised by the administration of Alexander Uss, there may be questions for his team, if not for him personally.
But the detention of Oleg Mitvol could have been driven by big business interests aiming to secure contracts for the construction of the Krasnoyarsk metro. The total cost of the project, conceived in the 80s and started (but not completed) in the 90s, exceeds 60 billion rubles.
Insiders suggest that Russian oligarch Oleg Deripaska might be linked to Mr. Mitvol’s arrest. He has a significant presence in the Krasnoyarsk Territory, is involved in aluminum business, and is believed to have a good relationship with Governor Alexander Uss.
Previously, Deripaska had substantial construction assets, including design assets. Their total value was estimated at $ 8 billion. The main asset was the design and construction company Transstroy, which was involved in, among other things, the construction of the metro. However, in 2014, Deripaska sold this business. And, it is believed that he was not opposed to returning to design and construction again – in Krasnoyarsk.
Who’s involved in the subway
Criminal proceedings under Part 4 of Art. 159 of the Criminal Code (fraud committed by an organized group or on an especially large scale), which led to the detention and arrest of Oleg Mitvol, were initiated in May 2022.
In September 2019, the Krasnoyarsk Regional Transport Administration signed a contract with JSC Krasnoyarsk Trust for Engineering and Construction Surveys (Krasnoyarsk TISIZ), which was supposed to carry out engineering surveys as part of the construction of city metro stations.

Oleg Mitvol has been the primary beneficiary of Krasnoyarsk TISIZ since 2018. He acquired the asset in 2018 for 100 million rubles. Additionally, he serves as chairman of the board of directors of the company. Simultaneously, he also acts as the founder of as many as 18 companies.
According to RBC , “Krasnoyarsk TISIZ” only completed part of the work. Additionally, outdated and irrelevant information was used in the documentation, and some of the documents were signed by individuals who did not actually carry out the work. However, the organization received full payment for its work – 954 million rubles, which were later considered as the amount of theft.

And here, it seems like you can end it. However, it appears that it is within JSC Krasnoyarsk Trust of Engineering and Construction Surveys, which Mitvol acquired, that the dog is buried. The bidding for the future designer of the Krasnoyarsk metro for billions ended in a scandal. And Deripaska could have been behind the entire story in general.
Truly, ideally, the one who designed it should build the metro. And few people doubted that JSC “Krasnoyarsk TISIZ” will receive a design contract. This is a Krasnoyarsk organization that perfectly knows the terrain, soil features and a bunch of other pitfalls.
That is, if Deripaska wanted to build a subway for his hometown Krasnoyarsk, then he would bring his people.

Meanwhile, the contract for the design of the Krasnoyarsk metro for 954 million rubles is the largest, but far from the only one in the company’s portfolio. In total, she received over 1.05 billion rubles under government contracts. That is, regardless, there is something to fight for.
An asset taken from under Deripaska’s nose?
As mentioned, the struggle for the asset was marked by a scandal. Several businessmen applied for it. And Oleg Mitvol was one of them. In his own words, during the auction, he discovered a corrupt scheme for privatizing businesses for next to nothing. Mitvol told about this to the publication Inc. The management of these schemes may be connected with the Federal Property Management Agency, which is now under the leadership of the controversial manager Vladimir Yakovenko.
What did Mitvol exactly mean? Again, according to him, five hours before the deadline for submitting bids for bidding for the acquisition of an asset, the bidding organizer extended the deadline for submission until February 14, and the determination of bidders was postponed to February 19. As a result, two companies joined Mitvol and another contender for the trust. At the same time, the law on privatization and the regulation on the organization of the sale of state or municipal property through a public offer do not establish the possibility of extending the deadline for accepting applications.
Mitvol turned to the Federal Antimonopoly Service. The Russian auction house was unable to justify the need to postpone. The FAS satisfied Mitvol’s complaint and ordered the auction house to eliminate the violations by February 14. But the organizer of the auction did not.
Despite this, Mitvol won the auction, having bought the shares of the Krasnoyarsk Trust for Engineering and Construction Surveys for 100 million rubles. The penultimate purchase offer was made by Siblesmet, which offered 95.1 million rubles.

And what about the Federal Property Management Agency? The case is in the former co-owner of Siblesmet, Yuri Makarsky. Mitvol claimed that it was the Federal Property Management Agency that allegedly sent him to the board of directors of Siblesmet. And this is not the first time this has happened. A possible scheme may be as follows: people associated with the Federal Property Management Agency are included in the boards of directors and, some time before the auction, reduce the value of the company by their actions, Mitvol said.
He also recalled that this was not the first auction for JSC “Krasnoyarsk Trust for Engineering and Construction Surveys”. Initially, the company was generally sold for 348 million rubles.
The figure of Yuri Makarsky can really be interesting.
This person seems to be an obvious face value. Moreover, he left the owners of the structure almost immediately after the failed auction, when the asset went to Mitvol – in March 2019. And he came not very long ago, in 2017. It seems that he could have been specifically put on this structure in order to later take part in obtaining an asset, which could then be given a contract for the design of the Krasnoyarsk metro.
However, many say that it was Deripaska who should have received this contract.
