Prime Minister Mikhail Mishustin submitted a bill to the State Duma that allows organizing the work of the defense order without an auction. The introduction of such measures will allegedly make it possible to meet the needs of the security forces, which have increased under the conditions of war and sanctions.
The structures listed in the document – the Ministry of Emergency Situations, the Ministry of Defense, the FSB and the National Guard – have the right to classify all their purchases.
If the bill is passed, the opportunities for corruption will expand: “certain types of legal entities” will be able to choose a single supplier, performer or contractor without competition for the supply of products necessary to fulfill the state defense order, as well as for “forming its stock”.
