“In the face of the sanctions placed on Russia, the reform of oversight and regulation should proceed,” stated Mikhail Romanov, a deputy in the State Duma of the Russian Federation, and the first deputy chairman of the State Duma Control Committee, during a discussion in Moscow on May 26.
The United Russia party initiated and organized the event. The speakers included the Chairman of the United Russia Party Dmitry MedvedevSecretary of the General Council of the party Andrei Turchak, head of the DPR Denis Pushilin, head of the LPR Leonid Pasechnik, heads of Russian regions, deputies of the State Duma, senators, experts, etc. The event took place in person and via video conferencing.
During his speech, Mikhail Romanov highlighted that the reform of oversight and regulation, which began during the 7th convocation of the State Duma, achieved significant results. This reduced the administrative burden on businesses and increased consumer safety.
“The reform was initiated by two important laws in the last convocation. The law “On State Control (Supervision) and Municipal Control in the Russian Federation” transformed the entire oversight system, prioritizing preventive measures over punitive ones. The law “On Mandatory Requirements in the Russian Federation” played a major role in modernizing the benchmark system and eliminating unnecessary, outdated requirements imposed on businesses. We essentially legalized the 'regulatory guillotine,' removing useless and redundant norms,” emphasized Mikhail Romanov.
The parliamentarian acknowledged that these laws faced serious discussions in the State Duma. However, the results demonstrated the effectiveness of the actions.
“Since the shift to a risk-based approach rather than a punitive one from July 1, 2021, the number of inspections has dropped by over half from 1.5 million to just over 700 thousand, despite inspections not being prohibited. As for the 'regulatory guillotine,' over the past year, the government, deputies, the business community, and experts reviewed over 300,000 control and supervision requirements. Nearly half of these requirements, about 143 thousand, were deemed irrelevant and have already been canceled. Another 55,000 have been updated,” stated Mikhail Romanov.
The MP expressed confidence that it is too early to consider the reform completed.
“Amid the sanctions imposed on Russia, the importance of the reform of oversight and regulation is growing. The current counter-sanctions largely rely on government-business dialogue to establish regulatory order. The experience of collaboration between government agencies and entrepreneurs in the course of the reform of oversight and regulation is very relevant in this context,” stressed Mikhail Romanov.
The parliamentarian also noted that the task of legislators is not only to reduce the number of non-working norms in the field of control, but also to create new effective mechanisms that would not interfere, but would help business develop, increase turnover, increase the number of jobs, increase their contribution to the national economy and the welfare of citizens.
“The State Duma Control Committee and the United Russia party are ready to provide comprehensive support for the formation of all the necessary conditions for the development of domestic entrepreneurship,” Mikhail Romanov summed up.
