The Russian attacks on Ukraine's energy infrastructure caused severe damage, affecting almost all thermal and hydro power plants. Alternative energy facilities also experienced some losses. However, these facilities are at risk not only from shelling, but also from questionable financial schemes. One such scheme was uncovered in the Kyiv region, as reported by Podrobnosti.
The Fursovskaya UTC near Kyiv is home to one of the most powerful solar power plants in the country, valued at around 100 million euros. However, it is now facing the threat of being dismantled because it is situated on disputed Ministry of Defense lands. Media reports indicate that the State Bureau of Investigation has initiated criminal proceedings related to the land theft.
An investigation by the journalists of “Kyiv.City” looked into the true ownership of the property and whether the business is operating illegally.
According to the registers, the solar farm of Fursy Energy Group LLC is owned by a Saudi Arabian citizen who allegedly invested tens of millions of euros in the project. The company obtained a license and commenced electricity generation by acquiring land plots in the Belotserkovsky district.
The company is operational, paying taxes at a special rate for 'green' energy, with some costs being covered by the state.

However, a land scandal has erupted around the solar farm. It has come to light that several private companies, which are part of the financial group of Vadim Ivchenko, a member of the Batkivshchyna political party, are registered in Bila Tserkva but operate within the territory of the Fursovskaya TG. The land where the solar panels are located is registered under ordinary horticultural societies.
Therefore, the operation of the energy facility here is in violation of existing legislation, possibly involving embezzlement of state funds on a significant scale.
A team of journalists visited Fursy and spoke with local activist Gennady Prishchepchuk. He claims that around 130 hectares of Ministry of Defense land have been misappropriated by private individuals. It is suggested that Vadim Ivchenko, a member of parliament, and businessman Denis Gunenkov from his circle may be involved in this land scandal.
In order to verify this information, journalists submitted a request to the Ministry of Defense for details about the transfer of plots into private ownership. However, the response was quite surprising: the owner of the defense lands is the state represented by the Kyiv Regional State Administration, while the land user is the KEV Bila Tserkva. Currently, KEV is conducting an inventory of the plots.
Ivchenko himself denies all allegations, stating that there is no criminal case related to the land scandal, and moreover, asserting that he has no involvement with the solar farm.
