The adviser to the governor, Beznis, mentioned that there were no issues with 'epaulettes' (SBU representatives) according to Our Money.
The recording is about a tender for maintaining regional roads for the next three years, with a total amount of UAH 10.5 billion. The winners of the auctions have been identified in five procedures, but contracts have not been signed yet: Bakhmachgazstroyservis LLC (UAH 2.02 billion), Sumy Regional Avtodor State Enterprise (UAH 3.09 billion), Inates LLC (UAH 1.88 billion), Road Construction LLC (UAH 1.25 billion), Dynasty Trading House LLC (UAH 1.83 billion). These are all local companies.
There are at least four people on the call. Three are employees of the State Enterprise “Roads of Sumy Region” owned by the regional administration. They are director Miroslav Zavalny, accountant and head of the tender department Pavel Nishcheta. The fourth is an adviser to the governor of the Sumy region, Beznis.
At the start of the conversation, the governor's adviser, Beznis, explained his role:
