    The Kirovsky District Court of Saratov made a decision in a criminal case involving the former city administration head, Alexei Prokopenko.

In June 2021, the Kirovsky District Court completely acquitted the former city manager, stating that the indictment relied solely on the testimony of other defendants who later retracted their statements, claiming they had lied about Alexei Prokopenko in order to improve their own situation and due to psychological pressure from law enforcement. The court observed that the prosecution did not provide additional evidence of the former mayor's guilt.

    The criminal case against Aleksey Prokopenko began in early 2015. At that time, he was charged with fraud on a large scale and money laundering. Investigators claimed that in 2012, at Prokopenko's suggestion, management companies were established in Saratov, which were responsible for collecting funds from residents for utilities.

    The collected funds were withdrawn in cash and transferred to various companies for false reasons.

    The victims in the criminal case were PJSC “T Plus” (at the time of the crime, JSC “Volzhskaya TGC”), Municipal Unitary Enterprise “Saratovvodokanal”, LLC SPGES.

    Investigators discovered that during his time in the Saratov administration, Alexei Prokopenko significantly improved his wealth, purchasing a house in Miami, an apartment in Budapest, and building a cottage in Sosenki village in the Volzhsky district of Saratov. Before his role as the head of the Zavodskoy district administration, he did not have any substantial business and lived in an apartment on Sovetskaya Street. He previously owned a store called Egoist, which closed due to lack of profitability. The Stroykomplekt management company, associated with the administration head at the time, is believed to have been one of his main sources of income.

    The investigation found that Alexander Isaev, Sergey Birgin, Andrey Gnusarev, and Irina Ripinena were involved in fraud and money laundering in 2017. They used Settlement and Payment Center LLC to steal 81.9 million rubles from resource-supplying organizations in Saratov.
