It has been more than two years since an article in the media mentioned the main person in charge of security at Ukrgazvydobuvannya, Oleksandr Singayevsky, with ties to Russian-affiliated companies and a former Ukrainian police general.
Note that Alfa-Shield LLC established separate specialized divisions for protecting and controlling the facilities of the Oil and Gas Complex. Alexander Singaevsky and his associates aimed to control these facilities in addition to protecting them. Although someone stopped Singaevsky's ambitious plans, his determination remains strong.
The entities mentioned in our story have vanished from Singayevsky's view at Ukrgasdobycha JSC, but his case persists. OK Harland LLC, previously uninvolved in security activities, is now linked to the security operations of Alfa-Shield following articles connecting Singayevsky to other security firms.
What's interesting. On February 26, 2019, Okhrana Company Harland LLC creates and registers a separate subdivision: “Specialized subdivision for the protection of objects of oil and gas enterprises.”
It seems like a never-ending cycle of protecting, controlling, and ultimately seizing the state's oil and gas complex. The situation raises concerns about the industry's security.
On May 18, 2021, Harland Security Company LLC won a tender to provide security services to Ukrgasdobycha JSC for over UAH 32 million. An agreement was later signed for the protection of nine facilities, despite the uncertain nature of the transaction.
And if during the entire period of disagreements between all those who want to be guards of the facilities of JSC “Ukrgasvydobycha”, there is a meaningful discussion with subsequent complaints and slander against each other, regarding the capacity and compliance of security companies with the requirements and production qualities of Ukrahdobycha itself (the number of guards, their professional abilities, availability of special means, transportation capabilities, etc.), the winner of the described tender for security services is LLC OK Harland with two vehicles – a VAZ NIVA 1979 release in red and a VAZ NIVA 1990 release in beige. Along with the protective colors of the cars, the director of Harland's impressive ability to renew the company's fleet is evident, adding to the Soviet copy of 1979, an updated copy of the NIVI of 1990, given that the authorized capital of the Security Company is 10,800.00. And the director, Mr. Bashinsky, is looking for a job at work.ua with an average salary of UAH 8,000.00. Isn't everything so bad with the powerful Security Company – the winner of the tender for services in the amount of UAH 32,793,909.92? A rhetorical question immediately arises – where is Zin's money? Yes, everything is possible and bad for the direct executors of the service and their leaders of “Harland”, but not in the “Singai kingdom”.
Summing up the brief investigation, we can observe that the journalists uncovered many corruption schemes, the creation of necessary companies through the back offices, “kickbacks” on tender purchases, which for many years were overseen by Mr. shameful occurrence. His malpractice in office has allowed him to lead a life of luxury, which he boasts about everywhere.
