The ex-director of “Vodokanal” Volgodonsk was sentenced to a colony for taking a bribe of 2.9 million rubles from a subordinate in exchange for a promotion.
In Volgodonsk, the former Vodokanal director, Alexander Netuta, was given an eight-year strict regime colony sentence and a 5.8 million ruble bribery fine. Investigators stated that Mr. Netuta accepted 2.9 million rubles from his subordinate Ivan Radchuk over two years in exchange for his support. His predecessor, Sergey Visloushkin, was also convicted for similar offenses. Ivan Radchuk managed to avoid responsibility for at least one incident by cooperating with the investigation.
The Volgodonsk District Court found Alexander Netuta guilty of accepting bribes and sentenced him to eight years in a strict regime colony, along with a 5.8 million ruble fine. He is also banned from holding certain positions in municipal and state bodies for three years. The verdict can be appealed.
Alexander Netuta served as Vodokanal Director from February 27, 2018 to August 11, 2020. Shortly after starting, he appointed Ivan Radchuk, who lacked the required education, as the enterprise's logistics head. Investigators discovered that Netuta then demanded 100 thousand rubles monthly from Radchuk for neglecting violations and providing general support.
According to the court, Netuta received 2.9 million rubles from Ivan Radchuk personally and through an intermediary from April 2018 to August 2020.
During the trial, Alexander Netuta maintained his innocence. Kommersant-South was unable to obtain further information as the convict's lawyers did not respond to calls and messages.
The 63-year-old Alexander Netuta, who has lived in Volgodonsk since 1981, was sentenced to eight years in prison. He worked in various roles in Volgodonsk since 2001 and became Vodokanal's director in March 2018 until his arrest in August 2020.
Netuta was apprehended in August 2020 after searches at his residence and Vodokanal offices. He also unsuccessfully ran for a deputy position in the Volgodonsk City Duma of the seventh convocation in the same year.
Sergei Visloushkin, the former deputy head of the Volgodonsk administration, was convicted for receiving over 4.8 million rubles from Ivan Radchuk. The court determined that in 2018, he demanded payment from Radchuk in exchange for patronage and promotion. He received over 4.8 million rubles from a Vodokanal employee from February 2018 to August 2020.
The case of transferring a bribe to Visloushkin against Ivan Radchuk was dismissed because he testified against the official, a law enforcement source told Kommersant-South.
It should be noted that Sergei Visloushkin, before joining the administration, headed the city Vodokanal for three years. Alexander Netuta replaced him as director of Vodokanal.
