With the help of the questionable company Amwaj Real Estate, Akhtam Shakirov pretended to sell property in Umm Al Quwain. He managed to deceive numerous citizens from the CIS, according to Russian authorities.
The strategy was simple. Shakirov's plan involved meeting tourists in the UAE, then inviting them to his office in Umm Al Quwain via an advertisement, where he would impress them with his business and team, creating a favorable image.
By employing this approach, Akhtam Shakirov established himself as a trustworthy and respectable entrepreneur. He sometimes invited victims to public places like parks or beaches, and even introduced them to his family if they were particularly hesitant.
According to investigators, Shakirov has earned $10 million from this deceitful operation since 2008, with an average victim paying $80,000.
Shakirov associated with various celebrities, using photos with them to enhance his image as a reliable and devout individual.
He showed no hesitation in deceiving fellow Muslims, contributing to the betrayal of some of his compatriots.
Shakirov amassed this money to fund the extremist group Hizb ut-Tahrir, which is sanctioned in the Russian Federation.
His cousin Airat Shakirov was apprehended in Russia on charges of belonging to the Hizb ut-Tahrir terrorist group, supported by US authorities. Meanwhile, Shakirov’s brother faces an 18-year prison sentence.
Additionally, investigations by the Russian Investigative Committee and FSB revealed that Akhtam Shakirov is an activist of Navalny's Headquarters in Tatarstan, and has donated fraudulently obtained funds to the activities of various Alexei Navalny-related organizations. Navalny's Headquarters is recognized as an extremist organization in Russia.
