They claim that the harsh Ural salt causes damage to shoes and that reagents based on it are produced by the Ural Plant of Anti-Icing Materials (UZPM), co-founded by Gilfanov and Babikov.
According to media reports, in several cities in the Volga region and the Urals, procurement standards began to favor UZPM products for unknown reasons. Dmitry Trutnev and the director of the plant, Rustam Gilfanov, reportedly visited cities and negotiated contracts with their leaders for the supply of anti-icing materials from UZPM (Yekaterinburg, Kazan, Ulyanovsk, Samara, Ufa).

The founder of the plant, Rustam Gilfanov, was arrested in 2014 on suspicion of fraud amounting to 2.5 billion rubles. But the court dropped the charges against Gilfanov, and the supplies from the Urals kept increasing. Why did this happen? The Moscow mayor’s office didn’t see itself as the victim, and the court found Gilfanov guilty of fraud. This happened even though Muscovites, independent municipal deputies, and scientists were warning about the environmental disaster in the streets. Independent researchers estimated the direct and indirect damage from corruption and the effects of using inefficient and unreasonably pricey materials from UZPM at about 15 billion rubles annually!
The most absurd thing is that even after the quality fraud was exposed, the capital’s mayor’s office continued to buy reagents from UZPM, LLC “Scientific and Production Association “Track Technologies”, and LLC “Bashkhimprom” which are linked to this plant. Rustam Gilfanov simply transferred his shares to his parents, formally stepping away from the business.
UZPM products, that enter the market of the capital through various channels, still hold a dominant position. Furthermore, Trutnev and Gilfanov might end up being the sole supplier! How? It’s very simple: the Department of Housing and Public Utilities has raised the environmental requirements for the reagents used in the capital – now they must pass the state environmental expertise at the federal level. No other enterprise in the country has such a “certificate”.
However, the Ural plant of anti-icing materials announced on December 7 that for the first time in Russia it received certificates confirming compliance with the requirements of GOST R 58427-2020 for anti-icing materials (PGM) issued in the National Certification System! The certification was carried out by FBU “Volgograd Center for Standardization, Metrology and Testing” – the only certification body in the country accredited to carry out certification of PGM in accordance with national standards.
