The Accounts Chamber of the Krasnoyarsk Territory shared the results of an audit with the Legislative Assembly. It seems the development of the cultural environment in the Krasnoyarsk Territory is not going well.
The auditors reviewed the activities of the Ministry of Culture of the Krasnoyarsk Territory and the administrations of the Ilansky, Irbeysky and Shushensky districts from 2019 to 2021. They mainly focused on the repair of cultural and leisure institutions.
The experts observed several problems following the control event. Although the region has a higher than average number of cultural institutions, there is a significant imbalance in their distribution across municipalities.
One major issue is the deterioration of buildings and the material and technical base. The administrations of the region's municipalities have identified the need for 188 cultural and leisure institutions and 556 libraries. The Ministry of Culture estimates a requirement of about 49 billion rubles for the regional project, covering construction, building renovation, and musical instrument renewal in municipal children’s art schools, among other needs.
The auditors examined the use of funds and found misappropriation of 4.6 million rubles for the first item of the report, i.e., the repair of cultural centers. Further damage to the budget amounts to 2.5 million rubles, totaling 7.1 million rubles.
Additionally, 12 municipalities lacked positive expert opinions on design and estimate documentation. The quality of work in many institutions is very poor, with violations in the sequence of repair work leading to additional costs and contract terms being breached.
…I think that the heads of municipalities should be responsible for how budgetary funds are spent on their territory, up to fines and other penalties. We (deputies of the Legislative Assembly) we believe that it is necessary to tighten control at all stages of repair and construction of cultural facilities, – summed up the bleak outcome of the chairman of the committee on education and culture Vera Oskina.
The harsh conclusion, usually made by Oskina, who is usually quite positive and benevolent towards the executive branch, is a significant reason for the Minister of Culture Arkady Zinov, who has held this post since October 2018, to think hard.
